Missing Links – Regional Internet eXchange Points (IXPs) Few national IXPs have been established. Most of the established IXPs are only used for exchange of local traffic within the country. International IP traffic within Africa is still being carried through America and Europe because the national IXPs in various African countries are not directly connected. Regional Internet eXchange Points would tremendously reduce the amount of international bandwidth requirements and associated cost implications

NEW ITU Project ITU SUPPORT TO NEPAD Background : Res 35 of WTDC-02 and Res PLEN/5 PP- 02 Project phase 1 : establish a Project Document detailing the investment needed to achieve the short and medium terms objectives relative to telecom and ICTs Project phase 2 : Assist the African countries in Mobilizing resources and implementing concrete projects leading to the achievement of the objectives

Objectives of the project Assess ICT situation in the region Identify technical & regulatory barriers Identify alternative technical scenarios for development of the infrastructure Evaluate required level of investment Identify alternative funding scenarios Project Objectives The objective of this first phase is to come up with a bankable Project Document based on: Assessment the actual situation Identification of technical and regulatory obstacles that hinder rapid development of infrastructure and services/applications; Identification of alternative technical scenarios of building the infrastructure and measures to enable sustainable telecommunications and ICTs development; Evaluation the level of investment required to meet the short and medium term objectives of the NEPAD and identification alternative funding scenarios  

Status Data collection, analysis and consultations completed Technical analysis completed Financial analysis completed Report under finalization Status: Data collection and consultations with selected countries and institutions to better understand their needs and plans was completed in April. In this regard, the ITU committed itself to listen more so that we are more responsive to the needs of the membership. This was followed by technical analysis which was completed in May. The reports provide the status of ICTs in the sub-regions and highlights recommendations for assistance required to meet objectives of preliminary assistance project General observation is that countries are faced with common challenges for sector reforms and development of infrastructure. Thus a multi-county, multi partnership approach as well as an efficient mechanism for information sharing is needed to address the situation and ensure efficient use of resources. The initial phase leading to a project document will be concluded by end of December.

Way forward Core partners meeting to enrich the Report (ATU, e-Africa Commission, AU, RECs) Ministerial meeting to endorse the recommendations of the Report Input of the recommendation in the WTDC-06 Preparation process Presentation of the Project document to the AU and adoption by relevant bodies Identification of partners and necessary project funding Implementation of the priority projects (starting of the 2nd phase ) Way forward Review of the Working Draft by various stakeholders, Regional and Sub regional political, economic and sectoral organizations involved in the development of ICTs   Present the Draft Final Report at a special meeting to be convened by ITU in collaboration with ATU with participation from sub regional and continental political, economic and sectoral organisations involved in the development of ICT in November . Prepare Final Report based on comments received from the meeting of sub regional and continental bodies.   Circulate the Final Report to Ministers and NEPAD Focal Points for study Convene a meeting of Ministers responsible for ICT, with participation of Regulators, Operators, National Focal Points and other stakeholders to adopt the report in March 2005. Present the Final Report adopted by the Ministers to President Wade Identification of Partners and Project Implementation
