Georgia Environmental Protection Division Agenda It’s Just Crazy Is it Just an ATL Thing? Where do We Go from Here?

Georgia Environmental Protection Division IT’S JUST CRAZY!!! 1997 PM2.5 SIPs Due to EPA April 2008 Attainment Deadline for 1997 Ozone and non-ATL PM Non- attainment Designations for hr PM2.5 Standards Dec 2008 Attainment Deadline for 24-hr PM2.5 Standard Ozone Moderate SIP Due to EPA December 2008 Non- attainment Designations for 2008 Ozone Standards Mar 2010 SIPs Due to EPA for 24-hr PM2.5 Standards Dec 2011 SIPs Due to EPA for 2008 Ozone Standards Mar 2013 Attainment Deadline for 2008 Ozone Standard – Marginal 2013? Georgia Environmental Protection Division Counties with Monitors Exceeding 1997 PM2.5 Standard ( data) & Final Designations (4/5/2005) County with Monitor Meeting Standard County with Monitor Exceeding Standard Nonattainment County

Georgia Environmental Protection Division Counties with Ozone Monitors Exceeding 2008 Standard of (ppm) (based on monitored data)

Georgia Environmental Protection Division Where do we Go from Here?

Georgia Environmental Protection Division Emissions Trends

Georgia Environmental Protection Division Point Sources More Power Plant Controls? –units without SCR & scrubbers in 2016 are (relatively) small and will have reduced utilization Power Plant Type Controls (SCR & Scrubbers) or Cleaner Fuels on Industrial Boilers? –most large non-utility sources not near non- attainment areas –Regional Haze most likely driving force

Georgia Environmental Protection Division Mobile Sources Gasoline & Light-Duty Diesel fleet turnover significantly reducing emissions despite growth –voluntary reductions e.g., Telework, Carpool, Bike-Ped, Flexible Work Schedule have we reached maximum effectiveness? –Mandatory measures Largely untested in U.S. (e.g., odd/even drive days, increase parking prices, pay-by-mile car insurance, reduced/enforced speed limits, vehicle scrappage, smoking vehicle ordinances)

Georgia Environmental Protection Division Mobile Sources (continued) Heavy-Duty Diesel fleet will get cleaner eventually –Incentives Retrofits Truck-Stop Electrification Biodiesel –Regulatory Anti-Idling (coming soon) Retofits?

Georgia Environmental Protection Division Non-Road Most Categories will Eventually get Cleaner Mostly Difficult to Regulate or Prohibited from Regulation Locomotive –Incentives for Retrofits (expensive) –Voluntary Operational Changes Airport (Aircraft, GSE, Traffic) –Many Voluntary Fuel-Savings & Congestion Reducing Already Underway – Also Reduce Emissions

Georgia Environmental Protection Division Non-Road (Continued) Construction Equipment Hard to Track & Frequently Relocates –Early Use of On-Road Diesel? –Clean Contracting? Agriculture Minimal Impact on Nonattainment Areas –Same Controls Measures Available as for other Heavy-Duty Diesel Lawn & Garden –Mower Buy-Back? Marine –Has not been a Focus in Georgia

Georgia Environmental Protection Division Area Open Burning –Prescribed Fire Basic Smoke Management Plan (soon) Enhanced Smoke Management Plan? –Agricultural Fire New EPA Policy (July?) –Land-Clearing/Construction More Regulation? Outreach/Education? Local Ordinances? –Residential More Regulation? Outreach/Education? Local Ordinances?

Georgia Environmental Protection Division Area (Continued) Commercial/Residential/Institutional –Standard for New Boilers, Furnaces, Hot Water Heaters? –Woodstoves & Fireplaces “Changeout”? Roads VERY large part of direct PM2.5 inventory but how far does it go? –Paving? –Sweeping? Construction/Agricultural –Best Management Practices for Minimizing Dust?

Georgia Environmental Protection Division Is Good & Gooder (the way NAAQS are currently adopted & implemented) Good for Georgia (EPD) and Georgian’s (regulated industry and general public)?
