5. 5 2008-2010 Annual PM 2.5 Design Values Standard = 15 ug/m 3

6. 6 2008-2010 24-Hour PM 2.5 Design Values Standard = 35 ug/m 3

7. 7 Lead The new regulations require lead to be monitored in the Jackson Metro Area starting December 27, 2011 Designations may be issued by October 15, 2011.

8. 8 Nitrogen Dioxide EPA intends to designate all areas of Mississippi as attainment/ unclassifiable. Final designations may be issued by October 31, 2011.

9. 9 Sulfur Dioxide On June 2, 2010 EPA revoked the two existing primary standards of 140 ppb (24-hr) and 30 ppb (annual) and replaced them with a 1-hr standard of 75 ppb. Currently MDEQ has two monitors: - Jackson County 2008-2010 1-Hour Design Value – 35 ppb - N-Core Monitoring Site – started January 2011 EPA guidance document requires states to do both modeling as well as monitoring to classify areas as attainment/nonattainment. Governor’s Recommendation was submitted on July 5, 2011, recommending Jackson County designated as attainment and the rest of the State as attainment/unclassifiable Designations may be made in June 2012 Infrastructure SIPs are due by June 2013.

10. 10 Carbon Monoxide On January 28, 2011, EPA proposed to retain the existing standard of 35 ppm (1 hour) and 9 ppm (8 hour). Final rule to be issued by August 12, 2011 MDEQ has a monitor at the N-Core Monitoring Site – started January 2011

11. 11 Radnet Monitoring EPA has a Nationwide Monitoring System. There is a monitor in Jackson (Near UMC). MDEQ staff helps EPA with changing the cartridge. EPA Lab in Montgomery, AL gets the data instantaneously.

12. 12 MS DEQ Rule Changes SIP Revision and amendments to state air pollution control regulations and State Title V regulations to adopt, by reference & incorporate federal requirements specifically, the Tailoring Rule for Greenhouse gases..

13. 13 MS DEQ Rule Changes SIP Revision and amendments to “Regulations for the Prevention of Significant Deterioration of Air Quality”, APC-S- 5 to adopt, by reference, incorporate federal provisions relating to implementing the New Source Review(NSR) program for fine particulate matter (PM2.5) The Commission adopted the regulation amendments on April 28, 2011. Depending upon the final action from US EPA, we proposed to address NOx as a PM2.5 precursor as follows: 1. Until such a time where EPA takes action on the demonstration or upon plan disapproval, NOx will be considered as a precursor for PM2.5 in Mississippi. Or 2. Upon EPA approval of this demonstration, NOx will not be considered as a precursor for PM2.5 in Mississippi.

14. 14 DIESEL EMISSION REDUCTION GRANT (DERA) FY 2010 DERA Grant ~ $340k –Sub-grant program focusing on public and non-profit organizations –Received 39 applications requesting over $1.2 million in grant funds. –Awarded 12 projects. Projects include Engine Rebuild, fuel efficiency technology, idling reductions, etc. FY 2011 DERA Grant ~ $285k –Release applications in Nov, due by mid Jan 2012 –Select Projects by March & completed by Aug 2012 –Max Project Size of $50k from MDEQ

15. 15 Title V Fee – FY 2012 The TV Fee for FY 2012 is still $36/ton However, the Title V revenues continue to decline. We are going to evaluate options to increase the TV revenue.
