1 SJVAPCD DRAFT SCHEDULES May 2, 2003 1-Hr OZONE ATTAINMENT DEMONSTRATION PLAN PM10 ATTAINMENT DEMONSTRATION PLAN

2 Draft Schedule: SJV OADP

3 Severe Plan Impacts September 18, 2002— Sanction and FIP clocks start (EPA Federal Register notice) March 18, 2004—offset sanctions begin September 18, 2004— highway $ sanctions begin and FIP promulgated

4 How to stop the clocks? EPA completeness finding of submittal stops sanctions for failure to submit “severe” plan:  OADP w/ 11/15/05 goal  ROP demonstration  RACT rule--lime kilns  Emissions inventory  Contingency measures EPA final approval of submittal stops FIP EPA approval of self- designation to “extreme” stops sanctions

5 Board action by Sept. 2003 Schedule assumes Board formally designates the SJVAB as extreme nonattainment for ozone in Sept. 2003 Resolution & supporting documentation go to ARB for transmittal to EPA in Sept. 2003 EPA issues Federal Register proposed approval by Dec. 2003, receives comments, and issues final ruling on self-designation by Mar. 2004; Extreme OADP reaches EPA at about same time

6 Key dates in Extreme Plan schedule Workshops in June, August & October 2003 Receive & file in November 2003 Board adoption hearing in December 2003 Transmittal to ARB in January 2004 Transmittal to EPA in March 2004 Final EPA approval in June 2004

7 Implications of 8-hr ozone standard? EPA proposing guidance for implementing new 8- hr ozone standard in May 2003 One option revokes the 1-hr standard  Effective 1 year after attainment designation (April 2005)  Does not help SJVAB avoid FIP (Sept. 2004)

8 SJVAB and 8-hr standard The SJVAB would be classified as “serious” under the 8-hr ozone standard (based on design value) May be given 2013 attainment date under 8-hr implementation guidance This is insufficient time due to our inability to reduce the number of violations recorded by SJVAB monitors despite substantial precursor emission reductions
