There has been world-wide recognition that fatigue is a factor that is the root cause of many accidents. It is accepted that exploitation of the work force by imposing unrealistic and unsafe working hours be deemed illegal and must cease. It is accepted that even if exploitation is not prevalent, commercial compulsions that force the seafarers to work beyond safe thresholds, be deemed illegal and must cease. Contd..

However, governments have ratified different maritime organizations’ differing sets of regulations. Some or all of them may be applicable depending on the flag or from port to port or the rank/normal/assigned duty of the seafarer. Further, advisory bodies such as O.C.I.M.F. can and do have differing interpretations for computing periods. It is humanly impossible to calculate or even visualize the possible violations that will ensue from a given pattern of work, especially when the pattern of work is not regular. Administrations have been empowered to detain the vessel if conditions are violated.

In A Nutshell.. On-the-fly, computed results show the user and superintendent, in an instant, the status for compliance/non-compliance of the working hours v/s the regulations. The hour at which the violation occurs and the relevant clause is displayed. The user may select from ‘Convention Requirements Method’ or ‘O.C.I.M.F. Guidelines Method’. If data for working hours is entered after more than one day (date + 2), a comment is generated showing the date and time the data is entered. This is of importance to inspectors.
