OCLC Online Computer Library Center International Resource Sharing in the Global Information Network 9th IFLA ILDS International Conference, Tallinn, Estonia Matt Goldner Executive Director Cooperative Collection Services OCLC Online Computer Library Center

Hybrid library collections  Part Physical – Part Digital  Serials being digitized at increasingly rapid rate  Monographs starting  Even Google Print will only do 33% of what is represented in WorldCat  Yet physical collections continue to grow

OCLC Online Computer Library Center

Hybrid habits of users  Web aware users  Expect online deliver  With just a click, a password or a credit card  Others still prefer assistance  All need physical materials exposed in a digital world

OCLC Online Computer Library Center

Current Resource Sharing  Current agreements do not cover all possible resource delivery services  Discovery of resources becoming less of the problem  Barriers in making discovered materials available is our problem today

OCLC Online Computer Library Center Problems needing solutions 1.Locating suppliers following discover 2.Inter-connection among services 3.Delivery services restricted to privileged users 4.No unified simple payment option 5.Limited delivery options 6.Uncoordinated presentation of delivery services

OCLC Online Computer Library Center Resource Sharing growing in face of these problems  OCLC lending transactions increased from 7 million to 9.2 million over 10 years  Association of Research Libraries in North America doubled over 12 years, still growing at 6.5%  Same pattern in systems such as LinkUK and the Dutch union catalogue system  Consortial borrowing growing with increases up to 600%

OCLC Online Computer Library Center Towards some Solutions

OCLC Online Computer Library Center 1. Locating following Discover  Discovery is improving dramatically  Open WorldCat is exposing library materials on the open Web  Becoming more truly international  Already has South Africa, Finland and Czech Republic  Recently LinkUK and Nederlandse Centrale Catalogus  Will always be diverse discovery locations

OCLC Online Computer Library Center Still need help in locating suppliers  Links back to local libraries via OPAC links and OpenURL resolution services  Need ability to discover library supply policies  Provided by global library policy directory  OCLC prototype of IPIG directory  OCLC PICA working with National Library of Australia on revision of ISO 2146  Next step is Web Services into OCLC Policy Directory

OCLC Online Computer Library Center 2. Inter-connection among services  ISO ILL v2 in existence for 8 years  Maintenance agency lists 9 products and 8 implementations  OCLC has 225 libraries interacting with ISO ILL  Opening to new interaction  OCLC has created Web Services for request management  OCLC PICA accepting requests via OpenURL  Both using SRW/SRU  Moving to support broad range of standards as modular Web Services

OCLC Online Computer Library Center 3. Delivery services restricted to privileged users  Cost of supplying cited to restrict access  Unmediated partially solves  Compare ourselves to other government agencies fee policies  Possible small fee to immediate users  Larger fees to wider audience of users

OCLC Online Computer Library Center 4. Unified simple payment  Logistics of payment costly to administer  OCLC’s ILL Fee Management (IFM) partially helps, but single currency and closed  IFLA Voucher service partially helps  OCLC examining opening IFM via Web services with currency exchanges

OCLC Online Computer Library Center 5. Limited delivery options  Innovative alternative options need to be considered  Digitize on demand or Index on demand  Look-up services  Purchase links  OCLC OpenWorldCat offers direct purchase with portion of royalties going to library of users choice  Working for further monograph and document links  OCLC and OCLC PICA offer libraries digitization services

OCLC Online Computer Library Center 6. Uncoordinated presentation of delivery services  Systems need to propose full range of appropriate delivery services  Algorithms and locating devices to determine options  In or out of copyright  Digital copy available  Intent to digitize registered

OCLC Online Computer Library Center Conclusion  Three key strategies of OCLC and OCLC PICA  Fulfillment by any means  Support for both mediated and unmediated request and delivery  Provision of a comprehensive, modular framework with entry at any level  Refocus from borrowing transaction to delivery and fulfillment transactions
