Prevention of and Fight against Crime Programme (DG - Home Affairs) To stimulate, promote and develop horizontal methods and tools necessary for strategically preventing and fighting crime and guaranteeing security and public order To promote and develop coordination, cooperation and mutual understanding among law enforcement agencies, other national authorities and related Union bodies

Budget The total cost of the action is estimated at EUR ,34. The Commission contributes a maximum of EUR ,70 equivalent to 90% of the estimated total eligible costs

Main objective Prevention of crime, including urban, juvenile and environmental crime Based on private-public target partnerships (municipality, higher education institutions, NGOs, private research-education and social inclusion and rehabilitation services) Implementation of innovative actions, methods and tools to study and prevent crimes committed in urban areas by young people under the effects of alcohol and drugs Development of effective approaches and methods to support replication, sustainability and transferability

Expected result Reduction of juvenile crimes in urban areas linked to the use of alcohol and drugs social conflict between young people, residents and shopkeepers over the use of public areas different use of the space  breakdown in communication among city users gradual erosion of social cohesion  increasing in insecurity anti-social behavior and disorder intensifying

Background Mapping the key areas which are hot spots for conflicts, antisocial behaviour, juvenile crimes The accurate investigation of the needs of the stakeholders involved shows a real new context identified by some common grounds: 1. re-building a shared meaning of the common urban space within the community 2. enlarging the target group (not only the bars and the young people) but a composite set involving all the city users and interested stakeholders 3. putting the stakeholders in contact and setting up a dialogue amongst them growing the participation of the community as a whole

Research and evaluation: the process defines a proposition and the expected changes it maps the actions backward to identify necessary preconditions the outputs become middle-term goals to be reached the set of outcomes put in logical and chronological order prove why one outcome is a condition for another one SME City's theory of change is based on this proposition: “contested spaces create tensions in inner cities which lead to increased levels of disorder and anti-social behaviour” Theory of change to achieve the goals

Perugia EXPECTED CHANGE The stakeholders and the people living or functioning in the affected neighbourhood and its public spaces regain the capacity to influence the way these spaces are used

HOW? Creation of Social Multimedia e-comunication (SMeC) Realization of Strani Eventi (Strange Events) Introduction of Community Gatekeeper in three areas of the city
