2 CESENA CITY  Cesena is situated in the heart of Emilia-Romagna Region, in the North of Italy.  Cesena counts 97.056 inhabitants (at 31/12/2010).  Together with Forlì it’s the capital of the Forlì-Cesena district that counts 377.993 inhabitants and 30 municipalities.

3 Cesena, 7 April 2011 CESENA CITY COUNCIL  Cesena has 30 elected town councillors, 8 of whom make up the political board.  The board consists of the vice-mayor and the councillors with responsibilities for, respectively, internal human resources, training and educational affairs, health, culture, public works, environmental sustainability and European projects, urban environment (covering, for example, street works, public parks, public buildings and spaces), and public security.

4 Cesena, 7 April 2011 ADMINISTRATIVE ORGANIZATION CHART  The municipality has 641 employees, including 14 executive directors, 1 General Director and 1 General Secretary responsible for 15 departments.  The city council has responsibility for a broad range of services such as education, social services, cultural services and civil protection, environment and sustainability, urban planning, public works and infrastructure and public transport.  In 2009, the last year for which complete figures are available, the council had a total annual income of nearly 81 million Euros.

M. Plauto with a high indoor environment Ultimo km: participated forum for a better mobility in town Piedibus: a funny, safe and ecologic way to go to school House of water: water supply to promote the use of tap water Differenziamoci: door to door separated waste collection in a town area Green Public Procurement: green criteria for a better goods choice ACTIONS TO REDUCE CO 2 EMISSIONS

8 The success of these initiative and actions is due to the direct involvement of citizens and stakeholders. This gives a high level of awareness and visibility. Different type of forums have been organized with citizens, stakeholders, councillors, students, representative associations, environmental organizations, political parties and consumer associations. - high transparency level towards citizens and subjects involved; - further level of communication between public and private actors; - sharing of objectives and outcomes. Moreover the Cesena Municipality has created an online platform to approach the community towards new energy and environmental friendly topics. This includes an adequate release of public forum events in a dedicated web site, where there’s also a blog to allow a continuous dialogue between different actors involved. 9 ACTIVITIES AND EVENTS

10 The main objective of the ZEROTRADE sub-project is to jointly develop, test and disseminate an innovative and effective governance model where public bodies become drivers for Low Carbon Economy implementing actions to reduce CO2 emissions in Trade Sector. WHAT IS THE ZEROTRADE SUB-PROJECT

11 ZEROTRADE OBJECTIVES  promote between retailers the implementation of three types of actions: 1. to improve environmental performance of retail outlets; 2. to reduce emissions in retail’s sale and procurement system; and 3. to improve quality of goods to be sold;  share approaches and experiences from partner’s regions and involve, through public forums, relevant stakeholders from trade sectors as large retailers, trade associations of medium and small retailers, associations of consumers and environmental associations;  define Zero Carbon Action Plans for Trade Sector at local level;  develop a ZEROTRADE model of public-private governance;  test the model at local level implementing, in sample retail outlets, pilot actions to reduce CO2 emissions.

12  Catalogue of best practices on PP tools and methods of governance for CO2 emissions reduction in Trade Sector at European, regional and local level;  Zero Carbon Local Action Plans for Trade Sector;  A transferable and innovative Public Private Governance Model for a Zero Carbon Trade Sector;  pilot actions for a Zero Trade Sector. ZEROTRADE OUTPUTS

13 DISCUSS: DISCUSS: Involvement of stakeholders, consumers and environmental associations, citizens and retailers in working sessions and discussions. AGREE AGREE: Definition of a Voluntary Agreement with local retailers and associations involved in public forums. FOCUS FOCUS: Zerotrade diploma (Io Riduco! at Cesena local level) for virtuous retailers to make the initiative officially recognizable and effective. CONFRONT: CONFRONT: International workshops and conferences, participation in European networks and involvement of Retail Forum. ACTION: ACTION: Pilot action to be carried out in a sample retail outlet of a large retailer or in a network of retail outlets of small-medium retailers. COMMUNICATION: COMMUNICATION: Communication campaign involving a well known scientist of environmental sustainability, producing brochures and with a wide use of web networks. ZEROTRADE STRATEGY
