GRANT APPLICATIONS FOR THE 5310 PROGRAM

WELCOME! KYOVA Interstate Planning Commission is a Metropolitan Planning Organization responsible for assessing needs, coordinating efforts, and acting upon transportation goals in the Urbanized Area identified in the last decennial census.

TRANSPORTATION MANAGEMENT AREA KYOVA fosters coordination within the TMA and supports networking between the transportation agencies, municipalities, and states within our planning boundaries.

THE KYOVA PLANNING AREA IS IN CABELL AND WAYNE COUNTIES IN WEST VIRGINIA; BOYD AND GREENUP COUNTIES IN KENTUCKY; AND LAWRENCE COUNTY, OHIO.

THE 5310 PROGRAM A formula grant assistance program for the enhanced mobility of seniors and individuals with disabilities

WHO IS ELIGIBLE TO APPLY? Private non profits Governmental authorities approved by their state to provide services for seniors and individuals with disabilities Governmental authorities that certify to the Governor that no non-profits are available to provide the special services Section 5307 recipients

WHAT PURCHASES ARE ELIGIBLE? Vehicles for transporting seniors and individuals with disabilities Communications equipment Section 5310 funds are available on an 80% federal/ 20% local matching basis

WHO CAN RIDE IN THE 5310 PROGRAM VEHICLES? Seniors Individuals with Disabilities General Public (only when proposed programmatic needs are met)

AGENCY DUTIES TTA applies for and administers the grant; conducts procurement of vehicles/ communications equipment; inspects procured items per Federal Transit Administration regulations, including all pre-award and post- delivery reviews. KYOVA assists with administrative aspects for the grant program.

APPLICANT AGENCY’S RESPONSIBILITIES Section 5310 applicants should participate in any coordination meetings, development of plans, or ongoing plan updates. Each agency should coordinate its services to the maximum extent feasible. Abide by all 5310 program requirements
