3 Fiscal Issues Maintain an updated inventory list, including the following information: description of the item; serial number; acquisition date; funding source and the % of funding from each source; purchase price; location; and condition Conduct and document the date of a physical inventory at least once every two years

4 Fiscal Issues Avoid the use “blanket” purchase orders –POs must include an itemization list of articles purchased Be conscious of supplement/supplant issues Purchase of materials and equipment Teacher salaries Title I funded staff members substituting for teachers Title I teachers are used daily to cover teacher planning periods Child nutrition program

5 Fiscal Issues Ensure expenditures are reasonable and necessary for proper and efficient performance and administration of the federal program Ensure expenditures are allowable expenditures according to OMB Circular A-87 Approve all requisitions, purchase orders, and invoices for payment Signature of the district Title I director Incorporate this procedure as part of the written procurement procedures

8 Professional Development Ensure sustained, research based professional development in a focused area of student need (derived from multiple data sources) Develop school based professional development plans Allocate 10% of the total school budget for the purpose of providing high quality, sustained professional development specifically addressing the reason(s) the school was identified for improvement (only applicable to Title I schools identified for improvement)

9 Professional Development Provide professional development for staff members in how to reach out to, communicate with and work with parents as equal partners, implement and coordinate parent programs, and build ties between parents and the school Ensure the school has sufficient resources to carry out effective implementation of professional development activities throughout the fiscal year

11 Highly qualified teachers Require principals to complete the “Principal’s Attestation Statement”, annually Ensure the amount of time assigned for non instructional duties for Title I funded professionals and paraprofessionals is proportional to similar personnel at the same school Ensure all teachers in schools supported with Title I funding, hired after the first day of school in 2002, are highly qualified

12 Highly Qualified Teachers Develop and implement a highly qualified plan that includes an annual increase in the percentage of highly qualified teachers Include paraprofessionals in the county’s written administrative procedures to ensure all teachers and paraprofessionals are highly qualified Ensure paraprofessional providing instructional services work under the direct supervision of a teacher

14 Parent Involvement Ensure each school holds an annual parent meeting to inform parents of their school’s participation in Title I; to explain the requirements of Title I; and to explain the right of the parents to be involved. Provide parents a description and explanation of the curriculum used in the school and the forms of academic assessments utilized to measure student progress Ensure the school parent involvement policy aligns with the template provided by the US Department of Education

15 Parent Involvement Involve parents in an organized, ongoing and timely way, in the planning, review and improvement of programs Develop effective parental involvement activities and support a partnership between the schools, parents and community at the LEA and school levels Provide materials and training to assist parents in working with their children to improve academic achievement, address child development and child rearing issues

16 Parent Involvement Maintain documentation of parent participation in parent involvement activities Ensure parents and community members part of the planning committee for the county and school strategic plans

17 Parent Notifications Provide the “Parents Right to Know” notification communicating the right to request information concerning the qualifications of professionals and paraprofessionals Distribute the school/parent compact to parents annually Ensure the school/parent compact aligns with the US Department of Education template

18 Parent Notifications Provide to each individual parent timely notice that the parent’s child has been assigned, or has been taught for 4 or more consecutive weeks by a teacher who is not highly qualified Ensure the public school choice parent notification letter contains the required components

20 Program Implementation Extended Time Ensure extended time programs meet the requirements of Title I Part A Serve only students eligible for Title I services Utilize highly qualified teachers to deliver instruction Offer challenging academic content – provide intentional learning Utilize strategies and programs that are scientifically research based Incorporate methods to track student progress – progress monitoring.

21 Program Implementation Pre-K Coordination Conduct consultation between Pre-K teachers and kindergarten teachers concerning the transferring of assessment/developmental screening data for preschool children (if applicable for the school’s grade configuration)

22 Program Implementation Strategic Plan Provide LEA technical assistance to schools in the development and evaluation of the school strategic plans Ensure the schoolwide plan is developed with the involvement of parents, community members and staff members Ensure the school’s strategic plan is reviewed and revised, as necessary, by the school on a periodic basis

23 Program Implementation Strategic Plan Address deficiencies identified in the needs assessment within the schoolwide reform strategies and professional development in the school strategic plan Include strategies to address the needs of low achieving children and those most at-risk staff utilization obtaining subs for Title I staff members

24 Program Implementation Homeless Reserve funding to provide services for homeless students Comparable to those provided to children in schools funded under Title I, Part A Tutoring-above what is provided by the school the student is attending School supplies-above what is provided by the district Clothing /personal care items Counseling services-above what is provided by the school the student is attending

25 Program Implementation Private Schools Ensure private school administrators and teachers understand the provision of services through federal funding resources Develop written criteria for selection of students to participate in Title I services in consultation with the private school officials

26 Remember… The West Virginia Department of Education (WVDE) monitoring process includes the following goals: Provide an academic focus for program improvement; Promote student achievement; and Provide technical assistance to schools and districts in utilizing federal funding to impact instructional practice and increase student performance.
