CONFERENCE CALL MASSACHUSETTS DEPARTMENT OF ENVIRONMENTAL PROTECTION FEBRUARY 2015 Massachusetts Electric Vehicle Incentive Program (MassEVIP)

Call Agenda Introductions and Roll Call MassEVIP Overview Town of Scituate – Procurement through state contract OVM-10 Town of Braintree – Procurement through own bid process Town of Barnstable – Leasing of EVs 2

BENEFITS OF EVs  Same performance as conventional vehicles  Significant reduction in maintenance costs for BEVs  Lower fuel costs/ consistent fuel costs  No localized emissions  Quiet operation  $1.32 per gallon equivalent compared to $3.56 per gallon of gasoline. TYPES OF EVs  BEVs (Battery Electric Vehicles) - no onboard ICE (internal combustion engine) or complex transmission system  PHEVs (Plug-In Hybrid Electric Vehicles)– Combined ICE and Battery power Why Electric Vehicles 3

Massachusetts Electric Vehicle Incentive Program - MassEVIP Official announcement on Earth Day 2013 in Greenfield and Chelmsford Provides incentive funding to Massachusetts entities to acquire:  Battery-electric or plug-in hybrid vehicles  Level 2 charging stations 4

Goals for MassEVIP Increase the deployment of EVs in Massachusetts Help the Commonwealth meet aggressive climate and energy efficiency goals Help the transition to a clean energy economy Reduce greenhouse gas (GHG) emissions Help make cities and towns more energy efficient Improve air quality by reducing smog forming and other pollutant emissions 5

Phase I Phase II 17 municipalities approved for awards $465,000 in total 38 EVs  14 PHEVs and 24 BEVs 14 Level 2 Dual Head Charging stations 18 entities approved for awards $602,500 in total 73 EVs  34 PHEVs and 39 BEVs 14 Level 2 Dual Head Charging stations Phase I & Phase II 6
