Freedom of Info will make certain documents available to the public GOV, PSNS: Legislature is aiming to pass priority measures incl the Freedom of Info Act and Cybercrime Prevention Act before members take a month long break starting 23 Mar. The bills have been labeled as a priority in 2011 but have been stuck in the Legislature for a couple of months now. Med impact: Passage of bills could be further slowed as Senate currently stands as impeachment court to try a Supreme Justice. SK Revised law on collection of data Prosecutors will have to satisfy more stringent rules to confiscate digital data from. Only data deemed relevant can be searched. PSNS: Revised Criminal Procedure Law limits search eligibility. Prosecutors have to submit to courts which part of the data they want to look into rather than accessing entire data storage Law revised to better protect privacy and rights of individuals facing criminal cases. Also aims to reduce leaks by limiting search to specific parts. High impact: Server operators, data centers, and Internet-related companies will be better protected from being compelled to hand over data. Project management office (PMO) for e- govt projects Firms will have to comply with the requirements set out by the PMO – potentially increasing demand for IT professionals to monitor projs. GOV: Govt plans to introduce a PMO for e- govt projs to reduce inefficiency, prevent distortion, and increase SME participation. Min of Public Ad & Security will conduct public hearings and seek recommendations to determine policy. Plans to trial 2 e-govt projs this year. High impact: Creation of PMO will add another layer of requirements for firms seeking govt projs. Beneficial to SMEs as it could level the playing field. MKE to invest in ICT Funding R&D projs will lead to devt of new products and services and training of professionals could increase the quality of HR. GOV: MKE plans to invest USD880 million in ICT industry – specifically on R&D and training of software specialists. 62% will go to R&D while USD88 million is for training. The investments are part of country’s effort to make South Korea a global ICT hub and increase competitiveness. Med impact: It is unknown what projs or how the funds will be spent. NBTC Masterplan hearings on Feb 10: 3G license auctions Masterplans are the key to much anticipated 3G license auctions scheduled for Q GOV: Simultaneous public hearing for (i) spectrum, (ii) telecom, (iii) spectrum master plans are scheduled for Feb 10, Poor 3G services to improve after licenses. Currently, telco operators offer 3G with limited capacity on existing spectra. High Impact: Oppty to provide input and influence on masterplans that will shape how telecom and ICT spectrum is managed in TH. eTablet project sees injection of new funds Oppty to supply e-content s/w; with budget of THB300/tablet for s/w cost. EDU/GOV: THB3.68 billion allocated for 1- tablet-per-child scheme (up from THB1.6B). Govt facing time-crunch to rollout; insufficient units Lenovo donated 600 tablets for pilot project. Edu Min faces time and budget constraints to rollout by May tablets from China under g- to-g contract. Edu minister Worawat was replaced by Suchart in Thai cabinet reshuffle but unlikely to affect policy. High Impact: 17 tablet manufactures approached Min but hardware contracted from China. Potential oppty to supply s/w. Stricter cyber surveillance Closely monitored communications technology and information flow will likely impose restrictions on ISP and ICT service providers. GOV/PSNS: THB400 million budget for ‘lawful interception’ system to monitor online content that violates the lese majeste law; Computer Emergency and Response Team given THB 27 mil to monitor security for e-commerce. Increased cyber surveillance responding to higher hacking incidences on govt websites and social media accounts; and in the case of e- commerce for consumer protection. UN and Human Rights Watch criticized close cyber- surveillance as human rights infringement.
