The Design Agent’s Dilemma  How can we design C4ISR systems using approaches that enable OA while retaining the value of private investment?  How can we develop solutions, at low cost, to meet design requirements yet support system adaptation to meet emergent customer needs?

Summary  Innovation for, and optimization of, existent capabilities relies on the blending of protected and non-protected elements  This can be accomplished using OA, COTS and well-considered, modular design approaches  The benefits, to the design agent and the customer(s), of a system exhibiting MOSA concepts deliver added value through:  Interoperability to permit utilization of external functions  Maintainability to facilitate technology refresh  Extensibility for enhancing the capabilities of the system  Composability based on modular coupling of system elements  Reusability of system or subsystems for other applications  Unlimited rights does not deliver best of breed  To meet the needs of the customer, innovation and performance should be the driver! 8
