INTRODUCTION The private bailiff service in Albania is a public service that has as primary function the enforced execution of the executive titles according to the procedural rules determined in the Procedural Code. Private Bailiff Service aims that according to this contemporary solution to perform the information administration in a more modern and efficient The orientation toward the information technology is based on the principle that information technology speeds up the procedures and minimize the bureaucracy in all entities that offer public services.

OBJECTIVES The creation of an integrated electronic system for offering the management service for the applicative, development of the enforced execution of the executive titles increasing the transparency and efficiency of this service. Receiving of all necessary information from bailiff officers for the properties of the debtors according to law and referred to an executive title.

Automatization of all the operational processes such as:  The receiving of the information in real time for the properties of debtors and parties related to him  Online verifications of those properties referred to the executive processes  The online seizes associated always with manual procedures characterizing any bailiff folder. Automatization of inter institutional communications between the Private Bailiff Service and other collaborative institutions such as: the Office of Immovable Properties, The National Center of Registration, the General Directorate of Road Transport Services, Commercial Banks, Notary Offices, the General Directorate of Civil Status OBJECTIVES

SYSTEM DESCRIPTION The integrated system of administration of Data for Bailiff Officers is a complex system projected with the most modern technologies in the field of Technology and Communication Information The system exploits all the advantages of the technology of Web- Services for multidimensional communication in a sure way and in real time with all the collaborative institutions such as ZRPP, QKR, DPSHTRR, Commercial Banks etc. This system provides the full integration with all informational systems used by different institutions ensuring the effectiveness and the speed up of the procedural bailiff activities.

SYSTEM DESCRIPTION It has a very easy web usage from which the information is provided It makes possible a sure access in system and information for each of the actors of the system through certificates of certainty and well defined roles and rights referred to the Law for Private Bailiff Service It represents in a specific way the activity of each undertaken action while protecting the user, date, hour, IP of the computer with which this process is conducted It enables the verification of information in each stage of its circulation and guarantees the authenticity of this information It contains some archive functions and history storage for each information, for avoiding the information hiding It guarantees a strict control in terms of quantity and quality of all the information provided as service to the ultimate users of this system.

IMPLEMENTATIONS AND DEVELOPMENT The phases of implementation of the system modules:  In short term period from December 2014 to January 2015 will be integrated all the information with the Electronic Registers of Immovable Properties for all the active bailiff officers in the system.  In middle term period that includes January 2015 to June 2015 will be integrated all the information with:  National Center of Registration  Notary Offices  General Directorate of Civil Status  During the period January 2015 to December 2015 will be integrted the information with:  General Directorate of Road Transport Services  Commercial Banks
