An action that constitutes a task that has a triggering event and a terminating event that clearly defines its limits, and an observable outcome. For “Perform acceptance check”: Verify provided documentation Verify packaging Verify applicable marking and labelling requirements

Simple, evaluative statements on the required outcome of the competency element and a description of the criteria used to judge whether the required level of performance has been achieved. For “Verify packaging”: Verify selected packaging is permitted Check if package is free from damage or leakage When an overpack is used, check if all requirements are complied with When different dangerous goods are packed together, verify that they do not require segregation according to table 7-1

So what does this mean for us? “Tables 1-4 and 1-5 of the Technical Instructions provide a list of knowledge items that are fundamental in developing a training programme necessary to achieve the required competencies.”

Other Changes - Shippers Transport of empty Type B(U) or B(M) packages Limited Quantity mark – does not have to be on same surface as hazard label(s) PI 965 and 968 (Lithium batteries on their own); Section IB limits changed from 5kg G to net qty. Transport of empty Type B(U) or (M) packages – notes added to explain they may be shipped as LSA-1 or Type B(U) or Type B(M); the declared radionuclide may differ from that authorised for the package (because it is empty) and to explain that the specification mark may be obliterated Pg 11/12 Confirmation that LQ marking does not have to be on the same side as hazard label(s) – stated in Report of meeting only PI 965 and 968 (Lithium batteries on their own); Section IB limits changed from 5kg G to net qty. (Pg 29 & A75)

Other Changes - Shippers A19 – Inclusion of large fire extinguishers A182 – To be added to UN3072 Life saving appliances, not self-inflating A187 - Chemicals under pressure – clarified that if components are forbidden, not permitted by air A19 – Includes Large Fire extinguishers, such as portable extinguishers, aircraft extinguishers, extinguishers mounted on wheels, non-rollable pressure drums and equipment, handled by equipment such as fork lifts.(Pg 13/A42) A182 - UN3072 Life saving appliances, not self-inflating – SP A182 to be added – saying that if it only contains lithium batteries, it must be classified as lithium batteries in equipment (UN3091 or UN3481) A187 – Chemicals under pressure – Special provision amended to clarify that if it contains components that are forbidden, they are not permitted to be transported by air. (Pg 14/A45)

Other Changes - Shippers UN3508 Asymmetric capacitors being added. Definition of net quantity for unpackaged articles Overpacks containing “cargo aircraft only” dangerous goods UN3508 Asymmetric capacitors being added – same packing instruction as Capacitors, UN3499, but with some specific references. Net Qty – Either a) mass or volume of dangerous goods contained in a package, excluding packaging material or b) the mass of an unpackaged article of dangerous goods (eg UN3166) Clarification Overpacks – current requirements are that they may only contain CAO if packages within are visible, or they’re not required to be accessible or no more than one package inside. Restrictions deleted

Other Changes - Operators n.o.s. technical names on NOTOC net 1 L net 1 L

Other Changes - Operators Acceptance checks – only required at point of first acceptance Stowage of toxic and infectious substances – will no longer require separation from animals, feedstuff etc Stowage of Toxic and Infectious substances – deletion of need to be segregated from animals and foodstuffs – requirements were introduced when package testing requirements were new.

Other Changes - Passengers Gas cartridges – without subsidiary risk Self-inflating personal safety devices Self-inflating personal safety devices (Pg 25 & A153) – replacing self-inflating life jackets – No more than 1 per person, packed so it can’t be accidentally activated.

Future Discussions? Training Lithium batteries Approval of ‘Training Schools’ Specific reference to COMAT shippers Lithium batteries Large batteries When is a battery a piece of equipment? Electric storage systems – hazard communication When is a battery a piece of equipment? (Pg 30) – will be discussed at UN. Note that passenger provisions clarified to state must be treated as spares (not checked baggage) Discussion about hazard communication for Electric Storage Systems (Pg 28) UN numbers not in Table 3-1

Future Discussions? Transitional periods? UN3509 - Packaging discarded, empty, uncleaned Exemptions for overflights Annex 6 – Operator approval to carry dangerous goods in cargo Transitional periods – Pg 20 – some discussions this year concerning packaging. To be considered further. UN3509 Packaging discarded, empty, uncleaned (UN SP 374) – Has been introduced in the UN Model Regulations (18th Revised Edition), ‘authorised by the competent authority’ for disposal, recycling, recovery (but not reuse etc) as Class 9. Technical Instructions already states such packagings must be shipped as per original content. UN3509 added in square brackets to decide whether it will need to be by exemption or approval.
