You will act as Dangerous Goods Inspectors of the Fantasia Island Civil Aviation Authority (FICAA).
You will always have to take in consideration the State and Operator’s variations associated with Fantasia Island.

Description of Fantasia Island
Note to Instructor:
Fantasia island is an independent Island State.
There are four airports:
1. One at Banana City, the Capital (XBAN)
2. One at Apple Town ((XAPP)
3. One at Kiwi Town (XKIW), and
4. One at a research station in the mountain at Camp Papaya (XPAP)
Camp Papaya can only be accessed by air as no road have yet been built to the Camp.

110.1 The Minister may designate persons or classes of persons whom the Minister considers qualified to act as inspectors for the purposes of this Act or any of its provisions and the Minister may revoke the designations.

112. General Requirements
112.1 A person who handles, offers for transport or transports dangerous goods by aircraft within Fantasia Island or between Fantasia Island and another State must do so in accordance with the ICAO Technical Instructions and these Regulations.

114. Issuance or Refusal of a Permit for Equivalent Level of Safety
114.2 The Minister may issue a permit for equivalent level of safety if the Minister is satisfied that the activity authorized by the permit will be conducted in a manner that will provide a level of safety at least equivalent to that provided by these Regulations.

129. Training Requirements
129.1 A person, who handles, offers for transport or transports dangerous goods must:
a) Be adequately trained, or
b) Perform those activities in the presence and under the direct supervision of a person who is adequately trained.

XX-01 Dangerous goods requiring approval under Special Provisions A1 or A2 of the Technical Instructions may only be carried on a passenger aircraft in Fantasia Island territory with the permission of the Fantasia Island Civil Aviation Authority (FICAA).

XB-01 Carbon dioxide, solid (dry ice), UN 1845, is accepted only as a refrigerant subject to restrictions of 5 kg or less per package.
XB-02 Combination packages or overpacks containing dangerous goods with different UN numbers or packing groups will not be accepted for carriage.
