The first commercial nuclear power plant, Gori Unit 1, has been operated since 1978. IAEA Infrastructure Development Program As shown in Figure, There are three major organization entities typically involved in the development of a nuclear power programme. phases of development, each has specific role play, with responsibilities changing as the programme advanced. 1(first) phase is considerations before a decision to launch a nuclear power programme is taken. 2(second) phase is preparatory work for the construction of a nuclear power pant after a policy decision has been taken. 3(third) phase Activities to implement a first nuclear power plant. Second Phase is Preparatory work step to the construction of a nuclear power plant after a policy decision has been taken. So this phase is necessary to operation and maintenance education for high-level, and technical expertise. Third phase is necessary to Activities step to implement a first nuclear power plant. so the competence and national level Enhanced education Opportunities Enhanced training programs for operator and technicians is demanded. Last fourth phase, operate the first nuclear power plant. This step require to Sustain the competence and national level Enhanced education Opportunities Enhanced training programs for operator and technicians. IAEA has reported 19 issues for the national infrastructure development of nuclear power program. [1]. Human resources development is considered as one of the important issues. This means that a country should establish a training system and program in its early stage of the national nuclear energy development program [2]. The purpose of this paper is to suggest, based on the Korean experiences, a framework of the process of human resources development and required training system and program for the countries commencing their first nuclear power program.

In the first phase, NTC has been operated lecture for the decision makers in the early stages of the country Second Phase is period in the bid for construction nuclear power plants. so we was conducted high-level, and technical expertise course to target trainee. we operated Enhanced training programs for operator and technicians in Third phase. KAERI NTC performed two curriculum is as follows.
