5 Nuclear Energy Policy South Africa’s vision for nuclear power is based on the Nuclear Energy Policy of 2008 that provides a framework within which; prospecting, milling, mining, the use of nuclear materials and the development and utilization of nuclear energy for peaceful purposes is to take place. Some of the key government objectives for the nuclear new build programme include: Attainment of global leadership and self-sufficiency in the nuclear energy sector in the long term; Contribution to the country’s national programme of social and economic transformation, growth and development; Improvement of the quality of human life and to support the advancement of science and technology Promotion of nuclear energy as an important electricity supply option through the establishment of a national industrial capability for the design, manufacture and construction of nuclear energy systems;

6 Intergovernmental Agreements (IGAs)
Intergovernmental Agreements (IGA’s) have been signed with vendor countries that have shown interest to participate in the nuclear build programme. To date South Africa signed with China, France, Russia, USA and South Korea. IGA presented in Cabinet for discussion and tabled in Parliament for ratification These IGA’s lay foundation for cooperation, trade and exchange of nuclear technology as well as procurement. The IGA’s also describe broad areas of nuclear cooperation and they differ on emphasis based on unique needs, interest and capacity of each country to cooperate with South Africa. Describe rules of engagement for South Africa with each vendor country

RUSSIA FRANCE CHINA SOUTH KOREA USA -Design, construction, operation and decommissioning of NPP units based on the VVER reactor technology in the Republic of South Africa, with total installed capacity of about 9.6 GW; -Design, construction, operation and decommissioning of the multi-purpose research reactor in the Republic of South Africa; -Fundamental and applied research and development in the field of energy not including the supply of research reactors of uranium enriched to (20) per cent or more in the U235 isotope; -Use of nuclear energy for electricity generation, including the design, Experience exchange; Personnel training, -Site evaluation and selection; -Localization; -Project planning; Project management; Consultancy; Enhance infrastructure development Use of nuclear energy for electricity generation, heating and desalination of salt water and nuclear research; -Exploration and mining of uranium; -Fuel manufacture for commercial and research reactors including fuel development and design, construction, operation, technology and modernization of fuel fabrication facilities -Development, design, construction, operation, maintenance and use of reactors, and reactor experiments; Use of material in physical and biological research, medicine, agriculture and industry;

RUSSIA FRANCE CHINA SOUTH KOREA USA -Development of joint business in the fields of radioisotopes manufacturing and global marketing, including involvement of multipurpose research reactor facilities planned for construction in Republic of South Africa; Operation and decommissioning of nuclear power plants in the Republic of South Africa with a total installed capacity of 9.6GW ; Fabrication of nuclear fuel; Nuclear spent fuel and radioactive waste management; Nuclear safety, Radiation protection and radiological environmental protection; Fundamental Research; Design and engineering; Investment and financing; Construction; Operation; Maintenance; Equipment and fuel supply; Development of new technology for civil nuclear energy new build in SA and Republic of China and other third world Use of nuclear energy for electricity generation, heating and desalination of salt water and nuclear research; -Exploration and mining of uranium; -Fuel manufacture for commercial and research reactors including fuel development and design, construction, operation, technology and modernization of fuel fabrication facilities fuel cycle studies of ways to meet future world-wide civil nuclear needs including multilateral approaches to guaranteeing nuclear fuel supply and appropriate techniques for management of wastes; safeguards and physical protection;
