Why is this subject covered? Cluster staff need to understand what their roles and responsibilities are regarding the planning, proposal, implementation, and monitoring of food security programs. They also need to understand basic program characteristics. How does this relate to my day to day tasks? Cluster staff help coordinate formation of strategy that drives programmatic response; guide review of specific project proposals; facilitate project execution, and monitor performance of those projects against strategic objectives. 3 P ROGRAMMATIC R ESPONSE R ELEVANCE Programmatic Response

12Food Security Strategy F OOD S ECURITY S TRATEGY K EY M ESSAGES Cluster coordinators must be aware of the food security pillars addressed by different programmatic responses The FSC does not dictate, implement, or monitor/evaluate individual organization programmes/activities The FSC does review programme progress toward agreed upon objectives (a critical role), facilitate, and collate information about programme/activity output toward inclusion in joint appeals Organization M&E data on programmes/activities is critical for the FSC maintaining accountability
