2 STOP TB GHANA PARTNERSHIP STOP TB GHANA PARTNERSHIP seeks to promote greater civil society engagement in government efforts to fulfill national and international health commitments, and in turn to increase national ownership of the response to TB, HIV/AIDS, and other related diseases.

4 PURPOSE To reduce the human suffering of TB To reduce the spread of TB To achieve the Stop TB (WHO) target of case finding and cure

5 OBJECTIVES To create a national response to fight TB To share information on TB control, prevention, and cure. To be a platform for agencies and stakeholders to contribute to fight against TB To raise additional resources for Stop TB Ghana (human resource, expertise, financial resources, in-kind contribution) To allocate resources and tasks to most appropriate partners To share common resources on the basis of performance output.

6 THE SECRETARIAT The role of the secretariat is to serve and support the Stop TB Ghana Partnership in terms of administration, operational implementation and strategic innovation in pursuit of the achievement of partnership goals and objectives. The secretariat is co-hosted by Afro Global Alliance (GH) and Ghana Society for Prevention of Tuberculosis.

7 THE SECRETARIAT The purpose of the secretariat is to support Stop TB Ghana partners in fulfillment of the vision and mission of the partnership. To demonstrate the nature of the partnership, the secretariat is staffed by its host organizations, and Its activities are usually carried out in collaboration with specific partners. The secretariat aims at facilitating, creating synergies and adding value to the work of the National TB Programme and the Global Partnership to Stop TB. It is charged with implementing in the most effective ways available the tasks assigned by its Coordinating Board, to whom the secretariat is accountable.

8 THE SECRETARIAT Scope of work There are three areas in which the secretariat accomplishes more than would be possible individually. These areas are closely interrelated: - Advocacy, communication and social mobilization - Investment mechanisms - Coordination and mobilization

9 SPECIFIC FUNCTIONS To maintain close and regular contact with NTP and the working groups, to facilitate coordination and support their work. To maintain a regular flow of high-quality information within and outside the partnership and its constituent elements. To mobilize financial and other resources. To propose and implement an annual work plan and budget for approval by the Coordinating Board, and accordingly supervise staff appointed to the secretariat and manage financial accounts as may be required. To assist the Coordinating Board in organizing the Partners' Forum, and prepare the required report(s). To present a report on secretariat activities to each regular meeting of the board, and prepare an annual report on the activities of the board and secretariat for dissemination to all partners and to external bodies. To monitor activities of NGOs/partners in TB control and assist in the NTP/GHS evaluation processes.

10 MONITORING WHAT IS MONITORING Monitoring is defined as “assessing the effectiveness of a TB policy or program by identifying strengths and weaknesses related to both content and implementation, and offering recommendations to maintain or improve performance”.

11 MONITORING Stop TB Ghana partnership will use a topic-specific questionnaire to conduct key informant interviews. NGOs will submit a completed questionnaire and report identifying policy strengths and weaknesses and offering recommendations for improving the quality and accessibility of joint TB/HIV services. Based on recommendations, Stop TB Ghana partnership will develop advocacy strategies to respond to the gaps identified by NGOs.

12 ADVOCACY WHAT IS ADVOCACY? Advocacy is defined as “activism – an attempt to convince or persuade an audience around a particular issue.” COMMUNITY BASED ADVOCACY By conducting advocacy, NGOs will be aiming to convince or persuade policymakers and health officials to accelerate or improve upon implementation of TB programs & services.

13 SUMMARY : THE ROLE OF THE STOP TB GHANA PARTNERSHIP SECRETARIAT to provide ongoing support to NGOs to serve as a liaison between NTP and NGOs to conduct site visits and prepare site visit reports to provide regional/local guidance and resources on TB/HIV issues to partners to provide input on project materials (core documents; grant reports; publications) to represent the project at selected advocacy events.
