5 What is Early Recovery? Recovery that starts early in crisis and post-crisis contexts Guided by development principles in humanitarian contexts Establishes foundations for resilience and longer- term recovery

7 How do Early Recovery and Resilience relate? ER is the foundation an d first step towards building resilience Resilience is an objective. Early Recovery (approach) is the main means to that objective during a humanitarian response

8 Early recovery and resilience principles Economic sustainability and livelihoods diversification  self reliance Environmental sustainability  reversing negative coping strategies, sustainable use of natural resources National and local capacity development Work with all levels of society and government (i.e. individual, community, institutional levels) to address the multiple causes and drivers of vulnerability Work on short, medium and longer term objectives simultaneously, but with different capacities (three track approach) Link humanitarian and development responses, i.e. early recovery as a basis for medium to long-term interventions (i.e. three track approach) Link resilience based approaches to conflict/ disaster sensitivity;

Periodical trend analysis on vulnerabilities and risks and programme assessments Longer term commitments and strategic plans Joint programmes Strengthen disaster and conflict preparedness for effective response at all levels; Integrated programming across practice areas (i.e. area based approach).

18 UNDP Guide on Livelihoods & Economic Recovery in (post) Crisis Contexts Developed in-house by over 40 UNDP Staff in HQ, RBx and Country Offices The Guide is underpinned by a Three Track Approach to Livelihoods Recovery in Crisis and Post Crisis It is an approach that UNDP promotes for ER to support a rapid return to sustainable development Three track approach stems from the UN Policy on Employment Creation Income Generation and Reintegration (2009)
