History of Administrator Certification in Michigan 1995 PA 289 eliminated administrator certification requirement 2003 MDE Developed Principal Preparation Standards in response to SBE Report on “Elevating Education Leadership” SBE approved Principal Preparation Standards

History of Administrator Certification in Michigan 2006 PA 335 established voluntary administrator certificate and authorized associations to offer performance-based endorsement programs that meet approved standards 2007 MDE convened subcommittee to draft standards for preparing central office administrators

History of Administrator Certification in Michigan 2008 Administrator Certificate Workgroup finalized draft of application for endorsement programs and program review began SBE approved Central Office Administrator Preparation Standards.

History of Administrator Certification in Michigan 2010 PA 205 requires administrators to hold certificates and authorizes alternate route programs offered by associations.

Administrator Alternate Routes Section 1536(7) of the Revised School Code requires the Michigan Department of Education (MDE) to “…recognize alternative pathways to earning the basic school administrator’s certificate based on experience or alternative preparation, or both,…”

Alternate Route Committee Charge The superintendent of public instruction has formed a committee of stakeholders to: Review current research, best practices and state board approved preparation standards for central office administrators and principals.

Committee Charge Recommend to the superintendent of public instruction the approval criteria that are aligned with approved standards that administrator alternate route preparation programs must meet.

TRADITIONAL ALTERNATE REQUIREMENTS LEADS TO ENDORSEMENTS Employed as Elementary or Secondary Principal, or Central Office Administrator, or responsible for administering instructional programs Elementary and Secondary Principal Certificate Central Office Administrator Certificate Elementary and Secondary Principal Certificate  Local district establishes employment criteria  Continuing education credits every 5 years for continued employment  No certificate needed if remain in current administrator position per PA 205 (2009) Completion of approved program that meets State Board of Education School Principal Preparation Program standards offered by approved institutions of higher education Completion of approved program that meets State Board of Education Central Office Administrator Preparation Programs standards offered by approved institutions of higher education  To be determined by stakeholder group  Programs to be offered by state professional associations  Program must meet criteria set forth by State Board approved school administrator program preparation standards Completion of approved performance- based specialty or enhanced endorsement programs offered by state professional organizations that meet State Board approved standards NON-CERTIFICATED (if employed prior to January 4, 2010) PRE-REQUISITES  Proposed: MA or higher degree  Must clear fingerprinting and FBI criminal history check Central Office Administrator Certificate ENDORSEMENTS MICHIGAN ROUTES TO ADMINISTRATOR CERTIFICATION

Interim Teaching Certificate Section 1531I SPI shall establish a process for a person to earn an Interim teaching certificate Interim certificate granted to person who meets the following: –Participant in an alternative teaching program approved by SPI –Holds a BA degree or higher with 3.0 GPA –Passed MTTC basic skills and content tests

–Has 3 years to complete the alternate route program –Must have 3 years of satisfactory teaching under the Interim certificate to be eligible for either the Provisional certificate Interim Teaching Certificate

Alternate Route to Teaching Approved Providers Requirements –Provide intensive training program in teaching that is equivalent to at least 12 semester credit hours that includes: Child Development or Child Psychology Family and Community Relationships Diverse Learners Instructional Strategies Field-Based Experience in a Classroom Setting Only accepts participants who meet requirements

School District Requirements If employed under the Interim certificate the school district must: –Provide intensive observation and coaching in a manner prescribed by the Superintendent of Public Instruction –Assure that the person is making satisfactory progress toward meeting certification requirements Alternate Route to Teaching

Educator Evaluations Section 1249 of the Revised School Code: “With the involvement of teachers and school administrators, the board of a school district or ISD or PSA shall adopt and implement for all teachers and school administrators a rigorous, transparent, and fair performance evaluation system that does all of the following: Evaluates job performance at least annually

Educator Evaluations Establishes clear approaches to measuring student growth and provides educators with relevant data on student growth Evaluates the educator’s job performance using multiple rating categories that take into account data on student growth as a significant factor Uses the evaluations, at a minimum, to inform decisions regarding all of the following: The effectiveness of educators ensuring they are given ample opportunities for improvement.

Educator Evaluations Promotion, retention, and development of educators including providing relevant coaching, instruction support, or professional development Whether to grant tenure or full certification or both using rigorous standards and streamlined, transparent, and fair procedures. Removing ineffective tenured and untenured educators after thy have had ample opportunities to improve.

Educator Evaluations The evaluation system is locally determined, but must be consistent with the law. Framework for Michigan Educator Evaluations: Developed collaboratively by the AFT- Michigan, MEA, Michigan Association of Secondary School Principals and the Michigan Elementary and Middle School Principals Association

Educator Evaluations Framework Overview: Establishes the individual Professional Growth Plan (IPGP) as the foundation of an annual evaluation. Educators are evaluated based on their performance in meeting the goals in the IPGP.

Educator Evaluations District and/or building School Improvement Plan and the Comprehensive Needs Assessment serve as the foundation for developing goals. Framework is divided into a three-part PGP development process: Professional Learning Team IPGP Paths to Improvement

MOECS Michigan Online Educator Certification System (MOECS) The old certification database, L2K, was retired effective December 1, All professional educators will need to establish a MEIS account beginning February 8, MOECS pilot will begin in February 2011.

MOECS System rollout is scheduled for April 14, MOECS will: Process certification applications (initial and renewals). Online payments via credit or debit cards.

MOECS Issue certificates within 48 hours after payment verified. Provide reports to MDE and others. Link to Secure Central Registry for SB- CEUs. For more information and Q & A visit website:
