2 Provisional I & II Seeking CT Degree
This path is for a teacher without a degree that wants a Career & Technical Education degree. The teacher would continue with the provisional process until a degree is obtained and a standard certification is recommended by OSU. A 2.5 GPA is required. *The OSU CT degree program would be the path for a Health Occupations Teacher that does not currently hold a degree. UCO has a Career, Technical & Workforce Development degree program. Once the degree is obtained, the teacher would need to go through the Alternative Placement Program (OSDE) for standard certification. 3 Non-Traditional Degreed (OSU)
The non-traditional option is for a teacher who already has a bachelor's degree and wants to obtain the Career & Technology Certificate at OSU. The teacher would continue with the provisional process until the non-traditional path is successfully completed and a standard certification is recommended by OSU.  A 2.5 GPA is required. Health Occupations (7515) is not available through Alternative Certification at this time.  The Non-Traditional path at OSU is an option for a teacher wanting to add the Health Occupations certification. 4 Provisional I & II Alternative
(Includes both degreed & degree seeking) A teacher who does not have a degree, but is working towards a bachelor's degree would need a provisional certification with this plan. Once the bachelor's degree is obtained, the teacher would apply to the Alternative Placement Program. A teacher who already has a degree and will be applying for Alternative Certification may need immediate provisional certification until they have completed the initial certification in the Alternative Placement Program. HB3025: Major may not need to align with teaching area. 2.5 GPA may not be necessary. Applicants prior to November 1, 2016 will be under “old” requirements. 5 Alternative Certification Degreed
The Alternative Placement Program is a certification option for a person that has a degree and field experience in a subject area. Prerequisites: Bachelor's degree from regionally accredited university Must have 2 years field experience in the subject area After being accepted into the program, a teacher may be eligible for initial alternative certification after passing the OGET, OSAT, and background check. The teacher will then complete a professional education component (semester hours and/or professional development) and pass the OPTE in order to advance to a standard certificate. Alternative Certification is not an option for Health Occupations (7515) at this time, since there is no OSAT for this area. 6 Standard Certification
Adding a certification:  A teacher that already has a standard teaching certificate and needs to add a certification may do so by taking a test (OSAT/NOCTI).  Professional Development or coursework may be recommended. A provisional certification would be needed for the specific area until it can be added to the standard certificate. OSDE: Adding Areas Form

7 Emergency Certification
A school may apply for emergency certification through OSDE for a teacher that does not have the appropriate certification upon hire. Verification must be provided that the applicant has either passed the requested subject area test or is registered for the next available test date. ODCTE must submit a letter supporting the emergency certification for a CareerTech teacher. Additional requirements are outlined on the OSDE website. OSDE: Emergency Certification

8 Applicants and the Provisional Process
A provisional certification provides teachers an avenue for certification while working toward standard certification. In order to qualify for provisional certification, teachers must have: 2 years of full time field experience or 1 year experience with approved credential Transcripts   It may be beneficial to require this documentation up front.

10 The Provisional Process - Renewals
Year 1 Renewal Documentation of successful completion of appropriate OSAT or NOCTI exam Documentation of completion of New Teacher Academy Year Renewals 6 credit hours should be earned annually This process will result in the individual having at least 24 credit hours upon the completion of year 5 and qualifying for Provisional II certification

11 The Provisional Process - Renewals
Provisional II 24 credit hours earned toward degree plan Successfully complete OSAT or NOCTI exam Request for Recommendation for Certificate Advance Renewal every five years The Provisional II Certificate will be valid for five years. 15 credit hours must be successfully earned every five years Renewal should continue until a degree has been obtained.

12 Common Issues Background checks There is a background check required "for a teaching certificate".  Sometimes teachers will accidentally get the one "for employment".  This can cause delays and end up costing the applicant for two background checks. OSDE: Background check for a teaching certificate “Regionally accredited university or accreditation recognized by the Oklahoma State Regents for Higher Education” Sometimes applicants may have a bachelors or masters from a university that is not recognized by the Oklahoma State Regents for Higher Education.  This can result in frustration when they are asked to obtain a degree from an accepted university. 13 Common Issues Grade Point Average
CareerTech GPA requirements align with the appropriate institutional requirements. OSU requires a minimum 2.5 GPA for recommendation to a standard teaching certificate. Alternative Certification currently requires at least a 2.5 GPA. Requiring transcripts up front will help identify any potential GPA issues that might be a barrier to achieving standard certification.

17 Administrator Credentials
Standard: Principal or Superintendent Certificate by OSDE Five years of experience as a teacher, administrator, or supervisor of approved ODCTE career major/program Valid Oklahoma CareerTech Teaching Certificate

18 Administrator Credentials
Provisional Requirements: Principal or Superintendent Certificate by OSDE Three years of experience as one of the following: - career and technology education teacher of approved ODCTE career major(s)/program(s). - administrator supervising and evaluating teachers of approved ODCTE career major(s)/program(s). - employed at an Oklahoma technology center and a letter of endorsement from the current technology center superintendent. - employed at Oklahoma Department of Career and Technology Education and a letter of endorsement from the current ODCTE state director.

19 Administrator Credentials
Provisional to Standard: Applicants have five years from the date that their provisional credentials are issued to complete their Technology Center Administrator Credential Plans. Based on the applicants' previous coursework, a maximum of nine college semester hours and/or 135 ODCTE approved professional development clock hours from the following areas are required to complete their credential plans: History and Philosophy of Career and Technology Education Technology Center Finance Career and Technology Education Curriculum Career and Technology Education Program Planning and Development
