Hertfordshire Highways The strategy and scrutiny The strategy was adopted in 2007 Is built around the 9 assessment criteria used by the English Regions Cycling Development Team This scrutiny is about the Cycling Strategy and how we delivering it. There are 4 key questions we have identified to focus on: 1.Do the initiatives promoted by HCC conform to the strategy? 2.How do we meet the needs of all types of cyclist? E.g. school children, commuters, leisure cyclists, shoppers. 3.What is being done to consider the needs of cyclists in all highway works? 4.What could have been improved?

Hertfordshire Highways How will the two days be run? The strategy covers a broad range of elements which as a whole are intended to encourage cycle use. This means a varied list of witnesses from HCC and outside. Witnesses will generally present for around 20mins allowing time for questions at the end of the presentation

Hertfordshire Highways More cycling more often Cycling Infrastructure Funded from LTP, County Capital, revenue and other contributions External funding from partners such as sustrans has been around 10% of funding over the last 5 years. Designing cycle facilities by retrofitting existing highway layout can be very challenging Different solutions may suit different users Missing links in the network – often these are the hard bits! Cycle Parking – many successes recently, working with partners, especially train operating companies User Audit Highways Maintenance
