Importance of agriculture to Malawi Malawi is a densely populated landlocked country with a population of about 13 million people spread over an area of 118,484 km2. Malawi’s economy remains agro-based with agriculture accounting for: - 39% of (GDP); - 87% of the total employment; - 64% of the total income of the rural people; - more than 80% of the foreign exchange earnings; and - It is the main livelihood of the majority of rural people, who account for more than 85% of the current estimated population

Policy Framework Sector level: Agriculture Sector Wide Approach (ASWAp), – ASWAP – Support Programme – The ASWAP is a priority investment framework to achieve the Malawi Growth and Development Strategy (MGDS) targets in the agricultural sector. The MGDS is an overarching national strategy aiming at creating wealth through sustainable economic growth and infrastructure development as a means of achieving poverty reduction. – ASWAp aims at improving food security and nutrition, increasing agricultural incomes, achieving more than 6% agricultural growth annually, and ensuring sustainable use of natural resources.

Policy Framework National Level: Malawi Growth and Development Strategy (MGDS) -Aims at creating wealth through sustainable economic growth and infrastructure development as a means of achieving poverty reduction. It is a single reference document for policy makers in Government; the Private Sector; Civil Society Organizations; Donors and Cooperating Partners and the general public on socio- economic growth and development priorities for Malawi. MGDS will transform Malawi from being a predominantly importing and consuming to a predominantly manufacturing and exporting country. -Strategic plan contributing to attaining Vision 2020 International Level: Comprehensive African agriculture Development Programme (CAADP), Millennium Development Goals (MDGs).

Policy Framework Linkages The ASWAp is aimed at achieving the MGDS targets. It is a localized CAADP framework. The MGDS is aimed at achieving MDGs and consequently the Vision Therefore the ASWAp operationalise both the MGDS and CAADP to achieve the MDGs and ultimately the Vision 2020.

Progress Development process – A consultative approach taking all key stakeholders on board. – Successful program development demands intra- sectoral, inter-sectoral, and inter-institutional collaboration Cabinet Presentation, input and Approval Parliamentary presentation and Approval With funding from Norway, capacity enhancement and structural strengthening interventions are already underway Gvt. Allocation to Agri. is about 14%.

Conclusion CAADP commitments are critical in transforming agriculture There is need for strengthened dialogue in programme development, implementation, monitoring, and evaluation. African countries should increase agricultural investment to realize potential in increasing productivity, value addition, export promotion and foreign exchange earnings.
