FANRPAN The Food, Agriculture and Natural Resources Policy Analysis Network Presence in 13 countries Multi-stakeholder, multi- national policy network The network includes: universities, research institutes, business sector, farmer groups, government Partnership agreements with SADC, COMESA and several CGIARs Policy dialogue and policy analysis Information dissemination Promotion of evidence- based FANR policies

The Comprehensive Africa Agriculture Development Programme (CAADP) Endorsed by the AU Assembly – July 2003 Goal “to help African countries reach a higher path of economic growth through agriculture- led devpt, which eliminates hunger, reduces poverty & food insecurity, & enables expansion of exports.” Key targets: increase of agric growth rates - 6% per yr; nat’l budgets allocating 10% to the sector

8. CAADP PILLARS: Pillar 1 – Sustainable land and water mgmt Pillar 2 – Increasing market access Pillar 3 – Increasing food supply & reducing hunger Pillar 4 – Improving agriculture research, technology, dissemination & adoption

9. Defining regional compact: Region – COMESA. Some member states belonging to SADC or EAC*. Compact aims to integrate priority issues from all three blocs Compact – strategic agreement/document of identified priority areas of investments by national and international partners Encompassing defined roles and responsibilities * 8 are members of SADC; 4 are members of EAC

Country Roundtable Status: 17 of the 19 Member States – initiated Roundtable process 13 – launched CAADP Roundtable process To date: Rwanda has concluded Roundtable process and finalized national compact 6% growth rate – Ethiopia, Malawi, Rwanda, Eritrea 10% budget allocation – Ethiopia, Malawi, Madagascar, Zambia

FANRPAN’s Key objectives in the development of the Regional Compact are: Finalise the COMESA CAADP regional concept papers Facilitate implementation of programmes focusing on youth and women in the COMESA region Take inventory of key stakeholders in the region that COMESA can work with in implementing CAADP Take inventory of existing regional projects & programmes Finalise design of COMESA Early Action Programmes under each of the CAADP Pillars Design institutional arrangements for the implementation of CAADP in COMESA
