SAFETY FUNDING APPLICATION STA STA-62 & Harrisburg/Middlebranch and Harrisburg Rd & 30 th St. Safety Improvements

Background  May 2012 Safety Funding Cycle  $400K approved for PE (Tier 2) Not programmed Current 2013 application reflects the total PE/DD estimate  T.O. contract with DLZ used to complete 2b-2c AER Timesaving and cost-effective Programmatic/Scope/Cost-Proposal… Consultant familiarity Ongoing STA-US 62 Corridor study

Background  STA-62 Corridor Study  ODOT/SCATS Joint initiative (PID 80917)  6.2 miles between SR 43 and SR 44 interchanges  Stakeholders meeting – County requested to include examination of 30 th and Harrisburg  STA-62 Safety Study and AER  Task Order (PID 89147) to break out and expedite evaluation of long term countermeasures  Focused on three intersection area US-62 & Harrisburg Rd/Middlebranch Ave US-62 & Ramps W-E Harrisburg Rd & 30 th Street

Aerial View of Existing Conditions N Harrisburg & 30 th St. is currently a 4-way stop

Location Safety Ranking Chronic high crash location(s)  Safety Study began as 2009 HSP and SCATS High Crash location(s) Current Ranking:  US62 at Harrisburg/Middlebranch  2011 ODOT Safety Analyst Urban Intersection #104  2011 SCATS #22 High Hazard Rating Rank  30 th Street at Harrisburg/Ramps W-E  2011 SCATS #5 High Hazard Rating

Crash Data Summary,

Problem Statement and Recommendations  Each, as stand alone intersections, has a high crash frequency and apparent pattern  US-62 & Harrisburg Rd/Middlebranch Ave is a congested intersection.  Angle of Harrisburg with US-62 is 35 Degrees  Access/Drive Issues  Proximity and alignment compound the complexity of problems  Requires analyzing together to determine appropriate long term countermeasure  Recommendations:  Create two signalized tee intersections on US-62.  Construct a roundabout at Harrisburg Rd & 30 th St.

Proposed Long-Term Countermeasure Alt. 2b N

Capacity Analysis  Significant Reduction in Overall Delay for Peak Hours

No Build & Alt. 2b Conditions  SimTraffic Model – PM Peak Hour  Existing – 4-way stop at Harrisburg & 30 th  Alt. 2b

Rate of Return Analysis  RW and Construction estimates adjusted with higher contingency to credibly meet the project expense  Acquisition costs  Urban setting with dense commercial development.  Rate of Return is conservatively still about 8% on total cost

Project Funding Plan  Local funding commitment for 30 th Street at Harrisburg  ODOT administer project
