About the skills and placement program

 15% of allocation under SGSY/NRLM is for skills and placement component  The program works in a public-private partnership mode. Partnership with industry, employers and private sector.  The Ministry provides financial support to Project Implementation Agency (PIA) by way of grants to the extent of 75% of the total cost of the project. Remaining 25% is borne by the PIA or the concerned State Government.

 Short-term placement linked, market driven training for 1 to 3 months to rural poor youth between the age of  Trained youth assured of a job after skilling  One year post-placement tracking  Implemented through private companies or NGOs. They are responsible for: skilling, placement, and post-placement tracking

Training  Short term  Generic skills includes soft skills, English communication skills and computer-oriented skills.  Technical skills relevant for the particular job – based on industry requirements Type of Jobs Youth get after Training  Entry level jobs  Earning - Rs. 50,000 to Rs.90,000 per annum

 Spread of projects:  28 of 28 States  5 of 7 Union Territories  575 of 640 districts  63% men, 37% women. Inclusive: 45% belonged to Scheduled Castes/ Tribes group, and 6.6% belonged to the minorities

Strategy for next five years

Multi-state projects ▪ Scaling up ▪ Strengthening systems ▪ Analyze and address current constraints in the entire value chain, and provide end-to-end solution for Placement of Rural Poor Youth ▪ Partnerships and Knowledge Management Special Interventions in vulnerable and less developed areas ▪ Himayat and IAP projects ▪ Block resource centre strategy Building capacities of States ▪ Focus States ▪ Building their capacities to develop their own skills and jobs missions (This plan is as per the recommendations made by the NRLM Working Group for 12 plan )

 We have trained 5 lakh youth till now  We are currently training 3.5 lakh youth annually. Challenge: We plan to train and place 50 lakh youth in next 5 years Training needs to be scaled up

Strengthening System To manage training and placement of 50 lakh youth in next 5 years, efficient and transparent process and systems are required InitiativesStatus Online Proposal Submission and Appraisal System (building service standards in appraisal process) Developed (has to be implemented) Online Real Time MIS System Phase 1 developed, phase 2 going on Developing the quality standards and restructuring the monitoring System Is being developed Restructuring the Fund Release System Is being developed

Special interventions for Vulnerable Areas

Vulnerable areas neglected owing to challenging circumstances existing in these areas  ‘Himayat’ Scheme for J&K Train and place 1 lakh youth in next 5 years  Special Scheme for IAP districts Train and place 3 lakh youth in next 5 years  Key Features of Special Projects: NRLM will place professional teams in these areas to implement the program. Block will be the unit of intervention Provide end-to-end solution

Building capacities of States to develop their own skills and jobs missions

States have to take charge of the programme In next five years:  NRLM – move from direct implementation to building capacities of state missions to Design and Implement their own programs.  TA – a team of specialists exclusively dedicated for providing technical assistance to States.  Provide funds directly to states – based on MoU s with state missions on outcome parameters

 Greater involvement of state governments is required. But the State Governments first need to build capacities at the State, district and block level to handle this work.  State Rural Livelihoods Missions (SRLMs) have been asked to position dedicated teams at state and district levels so that the appraisal, sanctioning and monitoring can be done effectively by the State Missions themselves. In the absence of a dedicated structure at the State and district level, mere devolution of this responsibility will not yield satisfactory results.  In the next one year, it is expected that 6 state Missions will build their teams and the responsibility of proposal sanctioning and monitoring will be devolved to these states.  Over next 3 years, the Ministry will only retain 10% to 15 % of the funds at the Centre level for innovative projects and multi-state projects.
