3 Operational Program Human Capital Key objective of OP Human Capital according to the National Strategic Framework 2007 – 2013: Increase of employment level and social cohesion Detailed objectives: ­ Adjustment of work resources to changing labour market conditions ­ Reduction of social exclusion ­ Increase of society’s education level and education quality ­ Support to building an efficient partnership-based state ­ Increase of territorial cohesion

5 Support to regional human resources as a chance for improving the country’s territorial cohesion and enhancing structural changes in regions Regional component challenges: Regional Component in OP Human Capital ­ differences between regions in terms of unemployment rate and employability level ­ regional divergences in entrepreneurship development (restructured industrial sectors, limited diversification of business activity in rural areas) ­ differences in access to education and education offer quality ­ human resources development problems relating to specific geographical areas

6 Priority VII: Labour market open for all, and promotion of social integration Support scope: Implementation of programmes for professional activation of persons not employed or seeking job Promotion of entrepreneurship and self-employment Social dialogue development and social partners’ involvement in measures aimed at professional activation and social integration Intermediary Body: Voivodship self-government

8 Support scope : Support to development of human resources of companies in the region (general and specialist training, consultations) Economic change management (training assistance to employees of restructured companies, and support to employers undergoing restructuring) Transfer of knowledge (building cooperation network between the science world and the companies’ world) Intermediary Body: Voivodship self-government Priority VIII: Human resources in regional economy

14 Financial resources allocation within OP HC Central component: 40 % Regional component: 60 % - about 7 bln.EUR Financing of OP Human Capital Within the regional component, 3 % shall be allocated to 5 voivodships (provinces) in eastern Poland

15 ESF financial resources distribution among regions Proposed algorithm for OP Human Capital: Algorithm 40/15/25/10/10 based on: population of the voivodship (40) number of small and medium enterprises (15) number of unemployed persons registered (25) number of persons supporting themselves by farming on 100 ha of farming land, in relation to the number of persons supporting themselves on agriculture (10) regional differences in GDP per citizen (10)
