WMO's role in the global socio-economic (sustainable) development Present and Future Dr. A.Bedritskiy President Emeritus of WMO

WMO is Specialized agency of UN, intergovernmental organization, providing global leadership in the science and international cooperation in weather, climate, hydrology, water resources and related environmental issues. The vision of the WMO is to provide world leadership in expertise and international cooperation in weather, climate, hydrology, water resources and related environmental issues and thereby contribute to the safety and welfare of people throughout the world and to the economic benefit of all nations. WMO activities in the XXI century have an increasing impact on the character and development of the most important socio - economic processes at the global and national levels.

UN Secretary General Ban Ki-moon – value of the role of WMO “…..Through its exceptional global observation and telecommunication networks, WMO facilitates the international exchange of essential and timely information related to weather, climate and water. This capability is vital, in particular, to the achievement of the Millennium Development Goals. WMO's efforts support agriculture and contribute to food security. They improve health through water-quality management and through the prediction of conditions that facilitate the propagation of vector-borne disease…. And through the operation of early warning systems, WMO helps with the prevention and mitigation of natural hazards…” (15th World Meteorological Congress, 7 May 2007) “..the significance of weather, climate and water information and services are increasingly being recognized as essential elements in global efforts to achieve sustainable development and human well-being…The World Meteorological Organization and its network of National Meteorological and Hydrological Services in 189 countries are critical to meeting the climate challenge. The Global Framework for Climate Services, established by the Third World Climate Conference, is also vital. We must work together to assist the poorest and most vulnerable countries adapt to the inevitable impacts….” (16th World Meteorological Congress, 16 May 2011) “This Seventeenth World Meteorological Congress comes at a pivotal moment. This year, governments will make major decisions on a new sustainable development agenda and a universal climate change agreement…We rely on you, the world’s meteorologists, to provide us with the scientific knowledge that leaders in government, business, and society at large need to make informed choices. The Sustainable Development Goals 17 post-2015 sustainable development goals are proposed. WMO, in collaboration with partner organizations can contribute to the implementation and achievement of 14 goals. Goal 1. Widespread poverty eradication in all its forms Goal 2: The elimination of hunger and ensuring food security and better nutrition and the promotion of sustainable agriculture (WMO CAgM GFCS, FAO) Goal 3. Promote healthy lifestyles and promoting well-being for all at any age (WMO GFCS, WHO) Goal 4. Ensuring inclusive and equitable quality education and promoting learning opportunities throughout life for all (WMO) Goal 5: Promote gender equality and empowerment of women and girls (WMO) Goal 6: Ensuring the availability and efficient use of water and sanitation for all (WMO CHy, UN-Water, and others.) Goal 7. Ensuring access to affordable, reliable, sustainable and modern energy for all (WMO GFCS, IEA)

The Sustainable Development Goals Goal 8. Promote steady, inclusive and sustainable economic growth, full and productive employment and decent work for all (WMO and others.) Goal 9. Building a solid infrastructure, promoting inclusive and sustainable industrialization and innovation (WMO Kam, ICAO, JCOMM, IMO) Goal 10. Reducing inequalities within and between countries (WMO with partner organizations) Goal 11. Ensure openness, security, viability and sustainability of cities and towns (WMO GFCS, etc.) Goal 12. The purpose of ensuring the rational consumption and production patterns Goal 13. The purpose of taking urgent measures to combat climate change and its consequences (WMO CCl, GFCS, UNFCCC, etc.). Goal 14. The purpose of conservation and sustainable use of the oceans, seas and marine resources for sustainable development (WMO JCOMM, IOC of UNESCO and others.) Goal 15. The purpose of the protection, restoration of terrestrial ecosystems and the promotion of sustainable use, sustainable forest management, combating desertification, arrest and reverse land degradation and halt the loss of biodiversity (WMO, UNEP, FAO and others.) Goal 16. The aim to promote a peaceful and open societies in the interest of sustainable development, access to justice for all and the creation of effective, accountable and participatory institutions at all levels Goal 17. Strengthening of the means to achieve sustainable development and the revitalization of the global partnership for sustainable development (WMO with partner organizations)

The effective operation of NMHS is a prerequisite for the recognition of WMO's role in sustainable development Strengthening the role of WMO in the sustainable development increases its credibility and attention to the NMHS of Members Global, regional and national levels

Targets to strengthen the role of WMO in sustainable development - Expanding and improving the contribution of NMHSs and WMO to the sustainable development - Attracting international investment in strengthening the capabilities of NMHSs and increasing support for NMHSs at the national level -Awareness and a clear understanding of the importance of NMHSs and WMO for success of sustainable development at all levels of government, business and civil society

Strengthening WMO visibility through information and public relations Network of focal points Daily newsletter "in the media" for the focal points; Growing number of references and links in the media - more than 30,000 in 2014, 23,500 followers on Facebook; The greatest interest in the past few years, expressed to periodicals: "WMO Statement on the Status of the Global Climate", "Bulletin of greenhouse gases", "Newsletter El Niño"; awareness publications: "Atlas of mortality and economic losses from extreme weather, climate and water (1970-2012), a WMO/CRED joint publication, 2015", "Global Climate 2001-2010: Decade of climatic extremes, 2013", "Atlas of health and climate (jointly WHO), 2012 "," Extreme weather events to climate change, 2011".

Monitoring and Evaluation WMO's role is determined by both objective and subjective factors. The process of strengthening the role of WMO need to assess progress towards the target. To do this, we can use the indicator approach. The indicators are: the number of projects (the cost) implemented in NMHSs in partnership agreements; measurable results of partnership activities have received the approval of the WMO constituent bodies and / or partner organizations; dynamics of investment in strengthening the capacity of the partnership initiated by NMHSs WMO activities; dynamics of the target media links and information resources on the WMO data.

Potential strengthening of the role of WMO in sustainable development The development of the concept of Hydrometeorological security - a strategic document defining the role and place of NMHS and WMO in the general security of global development (presence of regional expertise) ---------------------- Hydrometeorological safety It is defined as: state of protection of the economy, people and vital interests of the people from the possible negative impact of hydrometeorological hazards, weather conditions, climate change and its consequences.

Potential strengthening of the role of WMO in sustainable development Responding to the expectation of the UN, which WMO would be recognized as a specialized agency responsible ... for the collection, analysis, publication, standardization, improvement and dissemination of statistical data in the field of meteorology and its applications, as well as for the provision of such statistics to other specialized agencies                             ----------------------- Preparation of new periodicals on the basis of data available in the NMHS, demonstrating their contribution to the realization of the Millennium Development (Example: annual review of the amount and distribution of Hydrometeorological hazards) Development of a concept of international comparisons assessment of the resource potential of the NMHS and services for the prevention and forecasting for the protection of life and property and benefits for the socio-economic development

Conclusions The implementation and improvement of measures to strengthen the role of WMO is an important activity of the Organization, have clear objectives and cross-cutting nature. There is an objective need to demonstrate the usefulness of their activities and capabilities in support of the WMO meet the global needs of the international community in the context of sustainable development. This is due to the tendency of growth of social and economic risks, and risks associated with the global changes in the environment, as well as the potential to reduce them and the benefits associated with meteorological and hydrological services.
