Challenges and Strategies Gaps in Treatment for Releasing Inmates (From July 2014- December 2014 Releases) Inmates with an assessed substance abuse need: 42% completed a residential treatment program 15% completed a non residential treatment program 37% of those with a need were not housed at a facility with a substance abuse program Goal- 70% to complete substance abuse treatment prior to release by July 2017 Inmates in the right program at the right time Expand incentives to enroll in programming 25% declined 22% terminated Partners in the community Only 26% of this gap is from inmates releasing from an institution without a residnetial treatment program 45% of this gap is from institutions with this level of treatment. Creative strategies to get inmates enrolled started at MCI Norfolk and in the past year we have seen declines reduced at this facility by 54%, and we have seen an 8% reduction in terminations more importantly we have seen an 18% increase in completions
