Substance Abuse and Offenders Current Sentenced MA DOC Inmate Population 75% population has a Substance Abuse Need based on the Texas Christian University Drug Screen 73% of those with a high risk to recidivate have a need for substance abuse treatment. Evidenced Based Treatment programs can reduce Recidivism Massachusetts Results First Initiative Found: Modified Therapeutic Communities- Drug Treatment Have a net benefit of $8,986 per participant For every dollar invested we see a $6.27 return Result in a 9.7% reduction in crime http://www.mass.gov/eopss/agencies/mrfi/ The National Center of Addiction and Substance Abuse at Columbia University February 2010 Behind Bars II: Behind Bars II: Substance Abuse and America's Prison Population 2010 National research shows that 85% of the U.S. inmate population has some substance abuse involvement 65% of inmates meet the clinical criteria for substance abuse addiction or dependence Research has shown that Drugs and/or Alcohol are involved in 78% of all violent crimes 83% of all property crimes

Challenges and Strategies Gaps in Treatment for Releasing Inmates (From July 2014- December 2014 Releases) Inmates with an assessed substance abuse need: 42% completed a residential treatment program 15% completed a non residential treatment program 37% of those with a need were not housed at a facility with a substance abuse program Goal- 70% to complete substance abuse treatment prior to release by July 2017 Inmates in the right program at the right time Expand incentives to enroll in programming 25% declined 22% terminated Partners in the community Only 26% of this gap is from inmates releasing from an institution without a residnetial treatment program 45% of this gap is from institutions with this level of treatment. Creative strategies to get inmates enrolled started at MCI Norfolk and in the past year we have seen declines reduced at this facility by 54%, and we have seen an 8% reduction in terminations more importantly we have seen an 18% increase in completions
