2 Oregon Prisons 14 Prisons with 14,000 Inmate

3 Prison Based Treatment Programs  5 A&D Programs (some with co-occurring disorder)  500 Treatment Slots  Must be assessed with High A&D need  6 Months inpatient

4 REC Program Services Insure successful prison transition by Providing: A&D Continuing Care A&D Continuing Care Transitional Housing Transitional Housing Employment Development Employment Development Support Support Intensive Supervision Intensive Supervision

5 Program Evaluation Did the programs help reduce crime? Was recidivism reduced compared to other offenders? Did the these programs help offenders transition? Was there a Cost-Benefit of the program?

6 Multnomah County Recidivism Reduction Any Arrest Any Arrest Reduced by 43.3% (213 clients) All 4 Counties Recidivism Reduction Any Arrest Reduced by 32.8% (324 Clients)

7 Did the Programs help reduce crime? Was recidivisim reduced compared to other offenders? All 4 Counties Recidivism Outcomes (arrests) Control Group Person = 9.6% Property=10.5% Statutory=20.4% All Arrest =27.5% Reentry Grant Programs Person=7.2% Property=6.5% Statutory=15.5% All Arrests=18.5%

8 Additional Outcomes Multnomah County REC Program Clients achieving employment within 90 days of release 74% Clients moved into independent housing after 90 days of release 84%

9 Was there a Cost-Benefit of the Program? Cost Benefit Analysis Cost of Reentry Per Participant= $3,419 Crime-Related Costs Avoided Per Participant= $23,019 Benefit to Cost Ratio= $6.73

10 Next Steps  Expand Program to Include High A&D need offenders  Separate this cohort for research purposes
