Advocate for the expansion of mental health and substance use disorder services/funding to offenders; promote innovative strategies to divert offenders with behavioral health disorders; support initiatives to treat incarcerated offenders; and promote specialized re-entry initiatives for this target population. 4 Trends FY 2015/2016 On average, there was an approximate 60% success rate for all non-secure programs statewide On average, there was an approximate 58% success rate for all long term-secure programs statewide 25% of non-secure participants are between the age of 18-24 Older clients were more successful than younger clients for all program types. Those aged 45 and older were the most successful of all releases from non-secure (79%) Long-term Secure (84%) and outpatient (83%).

5 Trends Continued: On average, there was an approximate 86% success rate for all in-prison intensive outpatient programs Statewide. On average, there was an approximate 70% success rate for all In-Prison residential Therapeutic Community programs statewide. Older inmates were more successful than younger inmates or all program types. Those aged 45 and older were the most successful of all exits from Intensive Outpatient Program (92%) Residential Therapeutic Community (84%).
