Tampere and Tampere Central Region in figures (2010) Tampere has 213,000 inhabitants, 3rd biggest city of Finland Tampere Central Region has 356,826 inhabitants, 2nd biggest growth centre of Finland 2/3 of the Finns live within 200 km range from Tampere In Tampere Central Region GDP/inhabitant over 35,000 Euros (anticipated information 2009), GDP-index 108 (Finland=100)

The Climate Commitments of Tampere Aalborg Commitments 2007 Covenant of Mayors 2008 –(EU/ energy): over 20 % decrease CO2 emissions from 1990 level until 2020 > Sustainable Energy Action Plan Eurocities Declaration of Mayors 2009 Agreement with Ministry of Employment and the Economy > Energy Efficiency Plan 2008-2016, the City will decrease its energy consumption 9 % from 2005 level until 2016 Regional Climate Change Strategy > at least 30 % less CO2emissions in 2030

Why ECO2? The idea for ECO2 came about when the strategic regional planning for Tampere region started in 2007 Regional Climate Strategy 2010 The implementation of the Regional Climate strategy required cross- sectoral coordination The benefits of tackling climate change: Supporting green growth Cost benefits A more comfortable city for citizens The benefits for city image Preparing for stricter climate regulation in the future 5

Eco-efficiency tool for urban development Project aim is to create an eco-efficiency tool for urban development. Tool is developed together with 7 cities, 2 developers and Ministry of Environment. Research is done by VTT Research Centre of Finland, Aalto-university and Finnish Environmental Institute. Tool is designed to be usedboth by public and Private sector.

ECO2 – Eco-efficient Tampere 2020 Partnerships The project implements the climate and energy objectives of the City of Tampere. The programme supports projects that promote a low-carbon and carbon-neutral urban structure in the fields of sustainable construction, energy and mobility. Mayors’ climate network The mayors of the the six largest cities of Finland established the Mayors’ climate network in Spring 2011. The mayor of Tampere Timo P. Nieminen is the chair and the ECO2 team acts as secretary. In August 2011 six climate initiatives were announced: development of a roadmap on energy-smart construction for each city development of construction instructions and supervision in the direction of energy information and quality management development of climate information and support for citizens’ climate acts through a joint project by the cities assignment of eco-support staff for workplaces lowering the need for travel by introduction of teleconferencing climate impact assessment in budgeting Arvoisat tiedotusvälineiden edustajat, hyvät naiset ja herrat, Pormestari Niemisen jälkeen tarkoituksenani on esitellä hieman yksityiskohtaisemmin kuuden suurimman kaupungin ilmastoverkoston aloitteita. On totta, että kukin kaupunki on omalla tahollaan ollut aktiivinen ilmasto- ja energiapolitiikan alueella. On laadittu ilmasto- ja energiastrategioita, käynnistetty erilaisia projekteja ja pienempiä hankkeita ja oltu mukana myös kansainvälisessä yhteistyössä. Yhteistyö kaupunkien kesken niin kotimaassa kuin yli rajojen onkin erinomaisen tärkeää ilmastonmuutoksen kaltaisen valtavat mittasuhteet omaavan ilmiön vastaisessa kamppailussa. Ruutia ei kannata keksiä useaan kertaan. Hyviksi koetut toimintamallit kannattaa ottaa muitta mutkitta käyttöön muissakin kaupungeissa. Eräs keskeinen yhteistyömuoto on ollut EU:n käynnistämä Covenant of Mayors, josta kerron muutamalla sanalla. 22.3.2017 21 21
