7 THE AMBITIOUS VISION is coming from Regional Strategy Programme 2030 where the long term vision was set but the new steps were formulated in Climate and Energy Programme 2020 (approved in the end of August 2011)

9 Background for the Climate and Energy Programme 2020  Strong political commitment  Strong, active and wide organisational level commitment  North Karelia is known as region of forests in Europe  Educational and research bodies in Joensuu:  European Forest Institute (EFI)  Finnish Forest Research Institute (Metla)  University of Eastern Finland (UEF)  Finnish Environment Institute (SYKE)  North Karelia University of Applied Sciences  A wide range of companies in renewable energy sector  John Deere Ltd, Fortum Ltd, Stora Enso Ltd, Tulikivi Ltd, Nunnauuni Ltd, Kesla Ltd, Mantsinen Ltd, Pentin Paja Ltd, Waratah Ltd …  Sustainable use of forest resources  Forest annual growth about 8,3 Mm³ (use about 5,5 Mm³!)  The biggest sustainable 7,8 Mm³ (according to NK Forestry Centre)  Annual fellings between 4,2 – 5,4 Mm³  Wood energy use about 0,5 Mm³ - target 1 Mm³  Good statistics available for monitoring the development

10 Example of energy statistics  Regional Council has collected energy use and CO2 data from different organisations and statistic sources 2004, 2008, 2010  Total energy use about 12 TWh  Renewable energies 63 % of total energy use  Wood based energy 82 % of renewables  Regional Council is also collected data from companies and organisations related direct to bioenergy & renewable energy sector  more than 100 companies  1300 man-year  200 M€ turnover  more than 30 forest and energy R&D projects going on

11 MAIN TARGETS 2020 FOR THE ENERGY SECTOR in NK 1.FOSSIL OIL FREE HEATING 2.OVER SELF-SUFFICIENT POWER GENERATION BY RENEWABLES 3.AT LEAST 25 % RENEWABLES IN TRANSPORTATION

12 TARGET 1: FOSSIL OIL FREE HEATING 2020 HEATING NOW (2010)  District heating systems in all towns and cities (woodchips, peat …)  Bigger buildings (electricity, woodchips, oil, pellet …)  Smaller buildings (electricity, firewood, pellet, oil, heat pumps …)  About 700 GWh fossil oil based heating energy is used annually HEATING IN 2020  Nearly 100 % by RES  700 GWh of peat and fossil oil replaced by woodchips  150 GWh more small-scale CHP production  Biofuels for heating (biobased oil, pyrolyse oil)  Heat pumps and solar thermal

13 TARGET 1: FOSSIL OIL FREE HEATING 2020 = 293 GWh = 398 GWh = 462 GWh

14 TARGET 1: FOSSIL OIL FREE HEATING 2020 Fossil oil for heating nowadays 755 GWh (2010)

15 TARGET 1: FOSSIL OIL FREE HEATING 2020 It means 2010-2020: More woodchips, pellets, pyrolyse oil and other renewables like solar energy … (also heating pumps if electricity is produced by renewables) Fortum pyrolysis oil production investment in Joensuu is a good example of the decisions which are definitely needed!
