Centers for IBM e-Business Innovation :: Chicago © 2005 IBM Corporation Scope of Insured Vehicle Identification Application Statement of Work (SOW)  Receive periodic data from State Motor Vehicle Agencies (Vehicle Info, Vehicle Owner Info)  Receive periodic data from Insurance Agencies ( Vehicle Info, Vehicle Insurer’s Insurance Info)  Validate data/compare data to identify potential uninsured vehicles  Determine what notification(s) to send to vehicle owners based on State “Business Rules”  Manage and track all data and data updates  Interface to a Mail and Call Center for vehicle owner communications  Available via Internet for law enforcement and others to view insured vehicle data

Centers for IBM e-Business Innovation :: Chicago © 2005 IBM Corporation Our Understanding  Identify uninsured, underinsured, and possible insurance fraud through advanced matching mechanisms, but also will actively provide assistance to the DMV and insurance policy underwriters through the use of a call center and mail center which will facilitate the reduction of uninsured motorists.  The target is to release initial features to the first rollout of states in six months.  Provide state-of-the-art technology, along with system development and project management skills to support through the entire development life cycle - from requirements definition to a fully operational system.  Initial rollout to 4-5 states, with approximately 20 million vehicles covered within the systems.

Centers for IBM e-Business Innovation :: Chicago © 2005 IBM Corporation Project Assumptions : Application/Management  Application Development /Management Partner will be responsible for the following: –Managing the partner relationships. –Developing, testing and maintenance for the application, including sharing application best practices and recommendations. –Managing and meeting defined milestones, and for facilitating the definition of regulation and rule sets and facilitation of training with state designated parties. –Validating the internal business process for respective parties using system, and for facilitating and defining the requirements needed for each of the partners. –Validating the application business process and the user experience. –3rd party will provide hosting and security for applications and links to all application users.

Centers for IBM e-Business Innovation :: Chicago © 2005 IBM Corporation Project Assumptions : Client  Client will be responsible for the following: –Branding and marketing of Application. –Defining all business rules and regulations to applicable laws (federal & state). –Developing all application content. –Training all state designated participants, including law enforcement and Insurance personnel. –Facilitating contact and securing delivery of data with appropriate agencies. –with the uninsured motorists of their situation. –Making Identification of uninsured motorists. –Communicating the information about uninsured motorists available to 3rd parties. –Ensuring the security, privacy and integrity of all uninsured motorist information. –Defining the process for rolling out to respective states.

Centers for IBM e-Business Innovation :: Chicago © 2005 IBM Corporation PM Startup Activities  Understand the project – make sure you fully understand what you are getting into.  Validate the Statement of Work (SOW) and/or solution design information.  Review and understand the project budget/cost proposal and resource plans.  Determine or validate the technical methodology and development process (user centered, rapid development, client methodology).  Review lessons learned from similar projects.  Establish PM Methodology ( customize WWPMM), PM System and PM tools.  Develop project plan based on the SOW –Project procedures, SOW deliverables, Risk Mitigation, Key Milestones –Define project schedule  Setup project environment
