The European and regional frame of reference The frame of reference for action is that of decentralized cooperation. Decentralised cooperation focuses on enhancing civil society's capacity for dialogue in developing countries to promote the development of democracy. History of the project 1 May 2004 in Gorizia: meetings and workshops to encourage cooperation between the newly developing Bosnian World Water Contract were held. History of the project 2  November 2004: Italian partners visited different places in Bosnia to identify priorities and work hypothesis in order to promote local opportunities for discussing water rights and democratic participation in common rights management.  May 2005 in Gorizia: representatives of Bosnian and Italian schools, Cevi, ALDA, World Water Contract of Italy and Bosnia, Municipality of Gorizia and Mostar met to strengthen the network.
