Conference on blue economy of the Black Sea Connecting the region through marine and maritime cooperation ENI CBC Joint Operational Programme Black Sea Basin Increasing the competitiveness of the blue economy- 15th of September, 2017 Batumi, Georgia ENI CBC aims to ‘promote co-operation across the borders between EU Member States and the countries on the European Neighbourhood and Russian Federation’ and it should contribute to the overall ENI objective of progress towards 'an area of shared prosperity and good neighbourliness' between EU Member States and their neighbours. How? -Promote economic and social development in regions on both sides of common borders; - Address common challenges in environment, public health, safety and security; - Promotion of better conditions and modalities for ensuring the mobility of persons, goods and capital.

3 How does BSB Programme observe the main principles of Blue Economy?
Programme objectives and priorities Successful, sustained and inclusive cross-border cooperation within the BSB programme ‘People-to-people’ actions Enhance the role of non-state actors and build their capacity as partners in public policy making Promotion of regional integration/coordination through regional platforms and long-lasting partnerships at organisation levels Promotion of local, regional good governance & capacity-building for local/regional authorities, agencies and NGOs Support public administration reform and decentralization and local government 1. Objective 1 - Promote business and entrepreneurship within the Black Sea Basin 1.1. Jointly promote business and entrepreneurship in the tourism and cultural sectors 1.2. Increase cross-border trade opportunities and modernisation in the agricultural and connected sectors 2. Objective 2 - Promote coordination of environmental protection and joint reduction of marine litter in the Black Sea Basin 2.1. – Improve joint environmental monitoring Promote common awareness-raising and joint actions to reduce river and marine litter 2.‘People-to-people’ actions = enhanced cooperation among local and regional authorities, NGOs and other civil society groups, universities and schools, chambers of commerce etc. 3. Promotion of regional integration/coordination through regional platforms and long-lasting partnerships at organisation levels (among institutes, universities, scientific community, public institutions, local/regional administrations and agencies, NGOs, etc.) 5. Use and development of relevant iCT to enhance project effectiveness, regional integration/coordination and synergies on results 6. Promotion of gender equality, and opportunities for youth (including the promotion of transnational youth mobility). 4 Overarching criteria for projects
Problems identified can be solved more effeiciently jointly Solutions are jointly developed going beyond the results independently achievable in the involved regions/areas Cross border working approach – reflected in the Project outputs Results of projects jointly designed for mutual benefit are sustainable only through joint actions Cross border added value and relevance of the project - Partners have the adequate experience and are most competent for the project implementation Partnership relevance

5 Overarching criteria for projects
Institutional Financial Political Sprinboard or multiplier effects Results of projects jointly designed for mutual benefit are sustainable only through joint actions Sustainability Projects shall aim at enhanced knowledge and skills, exchange of experience, innovation, capacity building and joint research Knowledge Synergies and complementarities with other actions/ strategies Sustainability – a) Institutional – ownership of project results and outputs b) Financial – financing of follow up activities c) Political – what structural impact will the project have; the results are reflected or taken into account in a national strategy/action plan/ law Springboard or multiplier effects – by the dissemination or replication of results in other regions or because the project can be considered as a pilot that may be replicated on a larger scale under other funding initiatives 2. Knowledge – the supported projects need to demonstrate that they adopt a knowledge based/innovative approach (e.g new tools, new methods, if applicable) to tackle territorial challenges in the BSB. 3. Synergies. – how they build upon or complement other projects and initiatives. (e.g EU initiatives in the environmental field, other key cooperation frameworks, existing information systems and monitoring activities carried out by Black sea Commission, the European Maritime Safety Agency, etc. other EU projects/ programmes and/or initiatives other national/ regional strategies in the field;
