IntroductionIntroduction  Bosnia and Herzegovina is located in northeastern part of the Balkan peninsula (border with Croatia and Serbia/Montenegro)  B&H covers an area of sq. km of which are 5% plains, 24% hills, 42% mountaines and 29% karst with approx. 3, inhabitants (before war 4, )  B&H is the country of mountains, forestry, rivers, lakes, hills, and has short coastal zone of Adriatic Sea, length 20km  High level of biological diversity, there are a number of endemic species and habitats, number of ecosystems with endemic and relict forms (30% namely 1800 species of total endemic flora at the Balkan are within of B&H tertitory)

Main relevant the authorities for environment in B&H 1. In the Federation of Bosnia and Herzegovina The Federal Ministry of Physical Planning and Environment -The Federal Ministry of Agriculture, Water Management and Forestry,...etc. 2. In the Republic Srpska: The Ministry for Physical Planning, Civil Engineering and Ecology -The Ministry of Agriculture, Forestry and Water Management,..etc.

Main environmental Problems in B&H Main problems in the area of B&H environmental issues are: lack of capacity, trained staff and expiriance (“brain drain” due to the war) lack of equipment for national environmental monitoring, information system and database lack of air, water, soil and waste of monitoring and polluter registers insufficient of environmental inspections for enforcement and compliance of regulatory lack of institutional capacity and own funds insufficient of co-operation between different sectors on environmental issues (vertical and horizontal level of responsibilities)

Environmental International Agreements of B&H: Conventions and Protocols A. B&H is Party of 46 Environmental Conventions, Protocols,Treaties, Agreements and Amendments as succession country of the former Yugoslavia and 4 new conventions as independent state. B. Bosnia and Herzegovina has ratified: Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal – Basel Convention UN Framework Convention on Climate Change - UNFCCC UN Convention on Biological Diversity UN Convention to Combat Desertification - UNCCD C.B&H is in procedure of accession: Convention on Cooperation for the Protection and Sustainable Use of Danube River – Danube Convention

Reform and development of evironmental legal and policy framework Under support of EU/EC PHARE Programme: “Preparation Environmental Legislation in B&H 1) Since 2002/2003 in Bosnia and Herzegovina (in both of Entities) has adopted and came in force of the new set environmental laws:  Environmental Framework Law;  Law on Air Protection;  Law on Water Protection;  Law on Waste Management;  Law on Nature Protection;  Law on Ecological Fund (published by Official Gazette of RS, No. 53/2002 and Official Gazette of Federation B&H, No.19/2003)

Reform and development of legal and policy framework (continue) 2)Underway: - Drawing up of secondary legislation in both of B&H Entities under provisions the mentioned set of environmental laws – 86 regulations ( until the end of 2004 expeckt publishing 1/3 the above by- laws concerning air, waste, nature and environmennt protection issues ) 3)Also, underway at the level of Bosnia and Herzegovina: -Preparation of the Environmental Law –roof law and Fisibility study as ligal the frame of EPA B&H

Implementation of NEAP B&H – Future activities 1)The Entity Governments and Assemblies has adopoted NEAP B&H – )In line of NEAP implementation process: - the Inter-entity environmental protection program, and - regional and local environmental action plans/ LEAPs 3) NEAP implementation process: - short and long-term Strategy for sustainable economic development and Poverty reduction strategy paper/ PRSP in B&H ( ensure proper balance between socio-economic development and environmental protection in B&H ) 4) ESC approved as urgent priority List of project briefs under name «NEAP 100 projects» - as further implementation of NEAP in the Practice ( First presentation at Mostar Investment Conference in Februar 2004)
