3 The protection and rescue is, in accordance with the Constitution and the constitutions of the entities within the exclusive jurisdiction of the entities and entities are the ones who have the power and responsibility of operating in the field of protection and rescue

4 BH COMPETENCIES implementation of international obligations and cooperation in implementing protection and rescue at international level, - coordination of the activities of institutions and bodies, the entity Civil Protection Administrations and the competent authority for civil protection of Brcko District of BiH, - adoption and harmonization of framework plans and programs of protection and rescue. The above mentioned responsibilities, in accordance with the Framework Law should be realized in cooperation and coordination with the Entity Civil Protection Administrations BH level in regards to the entities does not have a command role, but BH and entities act through understanding and mutual coordination

5 GENERAL INFORMATION Until 1998 Civil Protection was within Ministry of Defense of the Republic of Srpska. The Law on Civil Protection in the Republic of Srpska 2002 – The Law on Ministries in the RS puts CPA RS within the Ministry of administration and local self-administration From January, 1st to June 2016 it was within the Ministry of Interior Since June 2016 it is under the RS Government

7 MAIN TASKS OF CIVIL PROTECTION SYSTEM
Identification, monitoring and prevention of hazards that can be caused by natural and other disasters Monitoring and informing about hazards and issuing instructions for protection and rescue Organizing and equipping of civil protection units Mobilizing and activation of civil protection units and resources Dealing with consequences of natural and other disasters and establishing safe living environment Monitoring the implementation of the civil protection laws and regulations Providing and asking assistance in case of natural and other disasters and cooperation with neighboring and other countries and organizations that work in the field of protection and rescue

11 CPA RS ORGANIZATIONAL STRUCTURE
Entity and town/municipal level. Responsible person – Government and Mayor. CP HQs are operative and professional organs. Republic, town/municipality establish their own CP HQs. Currently, there are 63 CP HQs at the level of town/municipality and 1 CP HQs at the level of the Republic. HQs is managing all protection and rescue large – scale operations CP units are established as general and specialized. CPA RS also has 12 completely equipped and trained demining teams.

12 FULFILLMENT OF TOWN/MUNICIPALITY CP HQs
PLANNED FULFILLED PERCENTAGE 759 757 99.7% By decision, it is planned for town/municipality CP HQs to have 759 members, and at the moment 757 of them is fulfilled, or in percentages 99,7%.

14 CP RESOURCES AND UNITS ENGAGEMENT
Management in the CP RS system is conducted by:  In Republic – town/municipality = CP HQs  In administrative authority= manager  In company = director or other organ established by general company’s act State of emergency declares: Level of the Republic – Government Level of town/municipality - Mayor.

15 ON-GOING ACTIVITIES Establishing of the Republic operative communication center 121 Updating CP operational plans at all levels Establishment of professional unit of the civil protection at the level of Republic CP structures equipping Public awareness programs Strengthening and improvement of cooperation and coordination at all levels and with all local, regional, national and international structures in the field of protection and rescue

16 NATIONAL AND INTERNATIONAL PARTNERS AND DONORS
Delegation of the European Commission (Union) to Bosnia and Herzegovina in Sarajevo was one of the most important partners and donors for demining projects till 2007, DPPR and others, with whom both entities’ administrations of CP have Memorandum of Understanding signed since April Implementation of the 14th phase of demining program is currently in progress.

18 NATIONAL AND INTERNATIONAL PARTNERS AND DONORS
Main source of CP RS activities financing is the budget of the RS Government and town/municipal budgets. Municipalities in Republic of Srpska Companies of the importance for the state, such as Hydro- Meteorological Institute RS, Republic directorate for waters of RS, Telecom RS, Republic directorate for roads of RS, etc.

19 DEVELOPMENT PERSPECTIVES
Strenghtening and development of the CP structures at the level of town/municipality, and at the Entity level Training and eqipping of civil protection structures in accordance with modern standards Building of the Republic 121 center of the CPA RS Taking over the operational centres for monitoring, informing and alarming and transition to unique number 112 Continuation of demining projects
