Illiana Corridor B3 Corridor selected as preferred corridor 47-mile access – controlled expressway

Transportation Need Lack of high-classification east west routes in study area National truck freight increasing through study area Key intermodal logistics area – inland port Heavy strain on local road network Will, Kankakee, and Lake County (IN) population expected to grow by 850,000+ by 2040

Illiana Corridor Benefits Economic Opportunity $1.4 billion in construction related short-term opportunities, $4 billion in long-term opportunities CMAP estimates the project would increase the Gross Regional Product (GRP) by $425 million Provide a continuous high speed freight corridor between Illinois and Indiana $5 billion in travel time saving over 75 years Improve access to the proposed South Suburban Airport and to Gary-Chicago Regional Airport Improve accessibility to one of the largest intermodal freight areas in America

Illiana Corridor Benefits Job creation Over 9,000 short-term jobs and 28,000 long-term jobs Freight and manufacturing are driving the Chicago region’s employment Safety Serve as a bypass for trucks around the metropolitan area highways Reduce the strain of truck traffic on local roads Reduce vehicle miles of travel by 26 million miles annually Will shift long distance traffic off local roads Efficiency Public Private Partnership (P3) will reduce the cost and expedite implementation

Illiana Corridor Project Milestones November 8, 2013: IDOT released Request for Qualifications (RFQ) for potential P3 concessionaire teams December 4, 2013: IDOT/INDOT will host DBE and Industry Outreach Event December 19, 2013: Deadline to respond to RFQ Spring 2014: Publish Final EIS and receive Record of Decision (ROD) from the FHWA Spring 2014: IDOT to release Request for Proposals (RFP) Fall 2014: Award contract and begin negotiations Fall 2015-2018: Project construction

DBE and Industry Outreach Event December 4, 2013 Holiday Inn Hotel and Conference Center 411 South Larkin Avenue, Joliet, IL Learn more about Illiana Corridor project and current P3 schedule Learn about the IDOT DBE program and workforce training programs Network with potential project proposers

Interstate Route 290 Project Schedule IDOT partnering with CTA – Blue Line Vision Study Four Alternatives Carried Forward Additional Lane – Mannheim to Austin Improved Interchanges Potential Managed lanes and/or Tolling CTA Blue Line Extension to Mannheim (Bus or Rail) Supporting Bus Service Study completion – Late 2014

Interstate Route 290 Harlem Ave

Original construction Interstate Route 290 The Interstate 290 corridor was originally constructed and opened to traffic in the 1950’s and was the first new multi-modal transportation corridor in the US. Interstate 290 has exceeded its life expectancy and is in need of reconstruction. Bridges and roadway over 50-years old Capacity issues resulting in substantial congestion and delays Interstate 290 is a major transportation link between Chicago and the western suburbs and also serves other transportation markets. Resurfacing 2010 Original construction (still in place) 1954-1960 Peak Traffic Hours Morning (AM) 6 am to 10 am Evening (PM) 4 pm to 7 pm 17 hours of congestion each weekday LOS based on IDOT April 2009 Loop Counts

Interstate Route 290 Austin Ave

Interstate 55 Managed Lanes

Interstate 55 Managed Lanes Controls traffic movement • Number of vehicle occupants • Limit entry and exit points • Fixed or variable tolling Improves traffic flow through • Increased vehicle occupancies • Support of transit ridership High Occupancy Vehicle (HOV) Lanes dedicated to HOV Bus access Vehicle occupancy criteria High Occupancy Toll (HOT) Lane Separate tolled lane HOV’s Ride for Free Single occupancy vehicles (SOV) pay toll Express Toll Lane (ETL) Separate tolled lane for all passenger vehicles and buses Fixed or Variable Pricing HOVs may pay reduced tolls

Interstate 55 Managed Lanes Public Meeting held November 1, 2012 Develop a summary of the transportation problems that will be addressed Prepare Purpose & Need Incorporate Technical Analyses Findings Develop alternatives and evaluate the effectiveness of each alternative Select preferred alternative(s), quantify potential impacts, and develop mitigation strategies Document findings of environmental studies

Interstate 55 Managed Lanes Public Meeting held November 1, 2012 Document findings of environmental studies Completion of study currently estimated by 2015
