INTRODUCTION February 2005 an allocation of R1.2 billion in MIG was ringfenced for Bucket eradication over MTEF period. -R200m in 2005/6 -R400m in 2006/7 -R600m in 2007/8 Buckets confirmed were

Most of the remaining backlog is at 3 provinces  Free State 67%  North West 15 %  Eastern Cape 13 % Free State in Nketoana construction of 700 VIPs brought to halt, community demands Water-borne Eastern Cape, Emalahleni Local Municipality (Indwe and Dordrecht), buckets to be replaced by VIPs. Community rejects VIPs and insist on water-borne. DELIVERY HOT SPOTS

Free State: Business Plan for Nketoana has been prepared to augment water supply to cater for water-borne sanitation. A provincial bucket eradication summit held in Free State. North West:- Bulk funding allocated to bucket eradication 76 Million of unspent MIG funds allocated to bucket eradication Dwaf deployed 21 engineers specific to bucket eradication to provide direct hands on support to WSA in planning, implementation and monitoring of programme Siyenza Manje Programme by DBSA + SAICE- deployed engineers + compliments current interventions Eastern Cape: Chris Hani (Emalahleni) situation political sensitive- municipality planning to engage political leadership INTERVENTION

Inadequate water resource & bulk sewerage infrastructure to support waterborne sanitation Community expectations (VIPs v/s water-borne) Procurement processes of municipalities (take time to appoint contractors) Unavailability of local contractors due to many infrastructure projects underway CHALLENGES

RECOMMENDATIONS Recommend political intervention in areas where there is demand for water-borne irrespective of the availability of water. Municipalities to prioritize the bucket eradication programme Municipalities utilize their MIG funds to eradicate buckets or National Treasury allocate R600m indicated as a budget fall.

CONCLUSION Municipalities are committed to eradicate buckets by December 2007 or even earlier up to January The number of buckets removed is out of the total backlog confirmed in February 2005.
