Preliminary Outcome of Conditional Grants & Capital Expenditure as at 31 March 2007 (2006/07 Financial Year) [Section 32 of PFMA] Select Committee on Finance National Council of Provinces Presented by: Intergovernmental Relations National Treasury 10 May 2007

2 Agriculture (1) Spending at R5,0bn or 97,5% against R5,2bn adjusted budget, preliminary underspending of R128,5m (mostly personnel) All provinces underspent on their agriculture adjusted budgets WC (11,9%), NC (3,8%) and EC (3,4%) reflect the highest rate of underspending in agriculture Increase of R1,0bn or 25,1% compared to the previous year Low rate of spending in WC (88,1%) and NC (96,2%) LP (99,5%) and KZN (98,7%) reflects the highest rate of spending in agriculture Agriculture Personnel spending at R2,3bn or 98,5% (R2,3bn adjusted budget) Preliminary underspending of R34,3m Capital spending at R557,3m or 98,1% Significant increase of R215,9m or 63,2% compared to audited outcome last year Low rate of capital spending in GP (68,2%) and WC (83,5%) NC (392,2%) and FS (123,7%) reflects the highest rate of capital spending in agriculture NPNC spending at R2,2bn or 96,3% of R2,3bn adjusted budget Preliminary underspending of R83,3m

4 or more provinces have spent less than 90% of their grant budget for the following grants: Land Care Programme; Although the rate of spending is encouraging and reflects an improvement over previous financial years, overall spending still lies below total provincial average (94,6% vs 98,7%)

13 Agriculture Grants Comprehensive Agricultural Support Programme Grant
Objective (Schedule 4 Grant): To expand the provision of agricultural support services, and promote and facilitate agricultural development by targeting beneficiaries of the Land and Agrarian Reform programmes 4th Quarter Expenditure: Spending of this grants is subsumed in the spending of a range of programmes and therefore no reporting is required However, provinces reported spending of R321,1m or 93,9% of R341,9m adjusted allocation Transfers received amounted to 100,0% of national allocation Highest spending: MP (105,4%) and NC (103,9%) Lowest spending: KZN (64,4%) and LP (96,4%) Service Delivery Outcome: Department / Sector to respond

Agriculture Grants Land Care Programme Grant: Poverty Relief and Infrastructure Development Objective (Schedule 5 Grant): To address the degradation problems of natural/agricultural resources and to improve the socio-economic status and food security of rural communities 4th Quarter Expenditure: Agriculture spent R49,8m or 80,6% of the R61,8m Land Care Programme adjusted allocation (including provincial roll-overs) Transfers received amounted to 100,0% of national allocation Highest spending: NC (102,4%) and GP (97,4%) Lowest spending: KZN (52,9%) and EC (70,7%) Service Delivery Outcome: Department / Sector to respond

15 Agriculture Grants Agricultural Disaster Management Grant
Objective (Schedule 5 Grant): Flood relief to farmers in identified areas of the Western Cape and Eastern Cape provinces (unforeseeable and unavoidable expenditure allocated for flood disasters). 4th Quarter Expenditure: Agriculture spent R49,5m or 44,1% of the R112,1m Agricultural Disaster Management adjusted allocation (including provincial roll-overs) Service Delivery Outcome: Department / Sector to respond
