Objectives and Content Objective of Session 6: Training participants understand the SWOT Analysis and can use it in the CPDP formulation. Content:1. Presentation: SWOT Analysis 2. Exercise: SWOT Analysis 3. Sharing and Q&A 1

2 SWOT Analysis (1) SWOT Analysis is suggested for two purposes: an analytical tool for formulating policy guidance ->analysis at the C/P level a supplementary analytical tool for formulating “Development Framework” ->analysis at the sector level SWOT Analysis looks at and analyzes: internal factors within a particular capital, province, organization, or sector external factors existing outside a particular capital, province, organization, or sector

4 SWOT Analysis (3) Definitions of factors StrengthsCharacteristics of the capital/province and sector that give it an advantage Example: Various cultural heritages are well kept in Province X. WeaknessesCharacteristics that place the capital/province and sector at a disadvantage. Example: The younger generation loses interest in their cultural heritages in Province X. OpportunitiesExternal chances in the environment to make greater development and benefit to the capital/province and sector Example: Foreign tourists are interested in eco-tourism in Cambodia. ThreatsExternal elements in the environment that could cause trouble for the capital/province and sector Example: There is no direct road network from Phnom Penh to Province X.

5 Process of SWOT Analysis for the C/P Policy Guidance (1) 1. Discuss and identify internal factors of strengths and weaknesses, and external factors of opportunities and threats of the C/P for promoting the development. 2. When more than five factors in each category are identified, try selecting the three most influential factors to make discussion easier. 3. Examine the combination between identified factors and the following nine sectors of Sectoral Scorecards: Poverty, Agriculture, Business, Education, Health, Vulnerable, Environment, Administration/Security, and Gender. The priority sectors are selected so that they are supported by the strengths/opportunities and less influenced by weaknesses/threats.

6 Process of SWOT Analysis for the C/P Policy Guidance (2) 4. In reference to the latest Sectoral Scorecard, advantageous and disadvantageous sectors are identified for the C/P. 5. Priority sectors by the SWOT Analysis and advantageous and disadvantageous sectors from the Sectoral Scorecards are examined. Three or four sectors are selected for the C/P Policy Guidance. It is recommended that selected sectors include both advantageous and disadvantageous sectors. Note: In general, the advantageous sector tends to be easy to enhance but the needs are not high, while the disadvantageous sector tends to be difficult to improve but the needs are high.

7 Process of SWOT Analysis for the Policy Guidance (3) Example: SWOT Analysis for developing Province X Strengths: - A large workforce - Good cooperative relationship among local people - Low labor cost Opportunities: - Appropriate climate for vegetable farming - Many attractive sites for eco- tourism - Adequate size of farmland Weaknesses: - Low literacy rate - Low level of public services such as agriculture extension service - Poor microfinance services Threats: - Poor road network with the Capital - No investors from the outside of Province X - Frequent natural disasters such as flood Advantageous sectors: Environment Disadvantageous sector: Agriculture, Business

8 Process of SWOT Analysis for the Policy Guidance (4) Sample Explanation: The agriculture sector is disadvantaged, but the following Strengths and Opportunities can be used for overcoming its difficulties with sufficient consideration of the following Weaknesses and Threats. -Strengths/Opportunities A large workforce Appropriate climate for vegetable farming Adequate size of farmland -Weaknesses/Threats Low level of public services such as agriculture extension service Poor road network with the Capital

If a goal in the table of the C/P Development Framework is uncertain from the viewpoint of reality and viability, it is recommended to check it by the SWOT Analysis. 2. Discuss and identify internal factors of strengths and weaknesses, and external factors of opportunities and threats regarding the concerned component or sector. 3. When more than five factors are identified in each categories, try selecting the three most influential factors to make discussion easier.

10 Process of SWOT Analysis for the C/P development framework (2) 4. Examine the combination between the goal and the factors of weaknesses/threats and strengths/opportunities. When the factors of weaknesses/threats do not influence the goal negatively, the goal is realistic. In addition, the goal is promising if the factors of strengths/opportunities help achieve the goal. If the goal is negatively affected by some factors of weaknesses/threats and not supported by any factors of strengths/opportunities, it is recommended to reconsider whether the goal is appropriate for the C/P Development Framework.

11 Exercise 1. The same four groups in the previous session work together. 2. Each group conducts the exercise following the steps of “the Process of SWOT Analysis for the C/P Policy Guidance” in the Slides 5 and 6. Note 1: Five or more factors of the SWOT are identified from the real conditions of the C/P of each group. Note 2: The advantageous and disadvantageous sectors are refereed to in the attached table of the Training Handbook Session Each group confirms three or four sectors for the C/P Policy Guidance.
