3 2 C/P Policy Guidance The C/P Policy Guidance is: a public document to declare the decision of the council on the formulation of the CPDP and CPIP. a basic document to direct the priority areas for the CPDP formulation based on local problems and needs, existing potentials, and national policy. The guidance is prepared in 1-1-3 of Step 1 in the CPDP formulation.

4 3 Formulation Process of Policy Guidance (1) 1. Check the following relevant documents. Consolidated table of situational analysis Sector development plans (prepared by respective department offices) Latest National Strategic Development Plan (NSDP) Latest Profile of Sectoral Scorecards by Province and Capital 2. Conduct the SWOT Analysis.

5 4 Formulation Process of Policy Guidance (2) Advanced Step 1 If some C/P administration wants to conduct more detailed analysis, the following advanced steps may be useful. In reference to the sector development plans: After selecting sectors, check relevant sector development plans and identify priority areas of respective sector development plans. Example: If the selected sector is the health sector, the sector development plan by the Department of Health is referred to, and priority areas such as Maternal and Child Health, and Prevention of Infectious Disease are applied.

6 5 Formulation Process of Policy Guidance (3) Advanced Step 2 In reference to the latest Profile of Sectoral Scorecards by Province and Capital: After selecting sectors, detailed indicators are checked and weak areas are identified. Example: If the agriculture sector is selected in Banteay Meanchey Province, the lower scores are examined as weak areas from the Table 3 Agriculture Total and Summary Scores by Province 2013. The following three may be the identified areas. Low level of rice yield Low level of other types of agriculture production Small number of agriculture extension officials

7 6 Formulation Process of Policy Guidance (4) 3. The PWG prepares a draft decision on the C/P Policy Guidance. 4. The BOG reviews the draft decision on the C/P Policy Guidance. 5. The C/P council approves of the draft decision on the C/P Policy Guidance.
