2 Key objectives of this session
At the end of this activity, the participants are able to: Enhance their knowledge on how to mainstream Climate Change into Operation Level

3 I. Mainstream DRR and CCA in strategic level
LEARN SCREEN ASSESS ADJUST MONITOR ENABLE

4 Step 1 : LEARN What is disaster risk reduction (DRR)? What is climate change adaptation (CCA)? What is understood by mainstreaming? Why DRR and CCA should be mainstreamed?

5 Step 2 : ENABLE Leadership Commitment Advocacy Internal/External
Mainstreaming DRR & CCA Policy & Strategic Framework Project Cycle Management Institutional Capacity

6 Step 3 : SCREEN Look at current and planned projects with a DRR/CCA lens Go through the screening checklist Based on the results, decide whether a detailed assessment is required

7 Step 4 : ASSESS Collect data on climate change, hazards and socio-economic conditions Identify the most relevant present and future hazards and climate change impact Identify the elements most at risk Identify the factors influencing the present and future vulnerability Make an overall analysis of current and future risks and opportunities for the planned activity

8 Step 5 : ADJUST Identify possible risk reduction and adaptation solutions Select the most appropriate options Adjust programming accordingly. Consider additional information concerning the context, sector and gender

9 Step 6 : MONITORING Establish a realistic M&E Framework Regularly (at least annually) monitor risks Review and evaluate whether activities remain appropriate Re-adjust if necessary

10 II. Mainstreaming at the operational level
It aims to: examine the vulnerability of development programs and projects to current and future climate risks assess the extent to which such projects already consider and manage such risks evaluate potential adaptation measures to address remaining risks

12 1. Analysis Will the project be affected by current or long term climate scenarios Have there been any reference made to primary or secondary sources of information – research studies/Met department/regional studies etc Introduce CCA into participatory assessment tools

13 2. Design of the project This can be done through the VCA exercise
Looking at the community plan from a future scenario Identification of adaptation measures Priority ranking – what is most importance? This could be based on time scales, need or financial resources

14 3. Implementation and monitoring
Defining indicators which are SMART Designing a monitoring system which build in the indicators Selection of the most appropriate adaptation measures How do we define what is appropriate/what is the criteria Implementation of adaptation measures

15 4. Evaluation Has the project delivered the intended benefit or expected results? Has there been any unexpected results – both positive or negative What were the challenges

Discuss how to mainstream CC at programmatic level: Analysis; Project design, formulation and planning; Implementation and monitoring and Evaluation
