EMM Comparison 206/76 EMMs214/78 EMMs / ECs EMM1 – ATS Communications Pilot-controller communications (i.e., voice or data) EMM – DOTIS-1: When entering the terminal airspace or approach area, the flight crew and controller shall exchange comply with for ATIS letter acknowledgment, runway to use, missing info update, weather update (if required), and altimeter setting (QNH) verification. Note: See ICAO Annex 11- § e), § and § EMM – DOTIS-2: At the commencement of final approach, the controller shall provide to the flight crew, significant changes in the surface wind direction and speed, latest information on wind shear and turbulence, and runway information (E.g. visual range value, sudden hazards, and runway surface conditions) Note: See ICAO 4444 §6.6.4 and §6.6.5 EMM2 - Alternative automated voice/data link services Equivalent to ATIS and VOLMET EC – DOTIS-6: ATIS and VOLMET information is provided, using voice broadcast (or an independent alternate source) EC – DOTIS-7: The operational content of voice-broadcast (or an independent alternate source) ATIS or VOLMET information is semantically identical to information provided in data link OTIS and are updated simultaneously EMM3 – On-Board Sensors: Sensors such as airborne weather radar and lightning detection systems EMM4 - Operator voice / data link services: AOC or Dispatch/Flight Following EMM5 – VMC Operation: Crew detects AIS/MET hazard directly by looking out the windshield.

6 D-HIWAS HIWAS is US centric. Current HIWAS provided by Flight Service FS21 system that converts text messages to voice for broadcast. Source text messages include: –Alert Wx Watch (AWW) – issued by Storm Prediction Center –Convective SIGMETs (WST) – issued by Aviation Wx Center (AWC)‏ –SIGMETs (WS) – issued by AWC –AIRMETs (WA) – issued by AWC –Center Wx Advisory (CWA) – issued by Center Wx Support Units (CWSUs)‏ –Urgent PIREPs (UUAs) – originated by pilots 206/76 OHA based on Hazard Avoidance (same hazards) – but not on current HIWAS text messages

9 D-RVR RVR observations are basis for Ops approval to land based on crew capabilities and aerodrome/aircraft equipage – Observations are available in real-time for voice relay by terminal/tower controllers 206/76 evaluated providing RVR observations in all three services (Planning, Near-Term and Immediate)‏ Assume for 214/78 OSD that D-RVR will only be an “advisory” or planning/monitoring type service –Not Controlling - ??
