9 VFR GENERAL RULES  APPROVED DURING THE HOURS OF DAYLIGHT EXCEPT NIGHT VFR FLIGHTS  UP TO FL 200  IN VMC EXCEPT SPECIAL VFR FLIGHTS  WITHIN AND OUTSIDE OF THE CONTROLLED AIRSPACE  WITH CRUISING LEVELS ACCORDING TO THE SEMI-CIRCULAR RULES  WITH MAX. 250 KTS BELOW FL 100 EXCEPT FOR MILITARY AIRCRAFT.

10 SPECIAL VFR FLIGHTS - SVFR MAY BE CONDUCTED:  WITHIN CTR – INDIVIDUALLY ONLY  DURING THE HOURS OF DAYLIGHT  IF FLIGHT VISIBILITY IS AT LEAST 1.5 KM  HELICOPTERS MAY BE OPERATED WITH A FLIGHT VISIBILITY BELOW 1.5 KM. THE SPEED MUST BE ADJUSTED TO THE METEO CONDITIONS  IF TRAFFIC CONDITIONS PERMIT  IF THE GROUND VISIBILITY (Met. visibility not RVR) IS AT LEAST 1500 M, FOR HELICOPTERS AT LEAST 800 M.

11 FLIGHTS ABOVE CLOUD LAYER ARE PERMITTED WHEN:  THE HEIGHT IS AT LEAST 1000 FT ABOVE GROUND OR WATER AND THE VISUAL FLIGHT RULES AS IN AIRSPACE E ARE COMPLIED WITH  THE PILOT IS ABLE TO ADHERE TO THE INTENDED FLIGHT ROUTE  APPROACH TO THE DESTINATION AERODROME AND LANDING ARE POSSIBLE ACCORDING TO VISUAL FLIGHT RULES. IN AIRSPACE CLASS G BELOW 3.000 FT AMSL OR 1.000 FT GND FLIGHTS ABOVE A SOLID CLOUD LAYER ARE NOT PERMITTED! IN AIRSPACE CLASS G BELOW 3.000 FT AMSL OR 1.000 FT GND FLIGHTS ABOVE A SOLID CLOUD LAYER ARE NOT PERMITTED!

12 NIGHT VFR FLIGHTS ARE PERMITTED WHEN:  VMC AND VISUAL REFERENCE TO GROUND;  CEILING IS AT 1500 FT OR HIGHER AND GROUND VISIBILITY IS 8 KM OR MORE;  AIRCRAFT ARE PROPERLY EQUIPPED FOR NVFR;  AIRCRAFT HAS SUITABLE COMMUNICATION AND NAVIGATION EQUIPEMENT  TRANSPONDER IS USED WHEN FLYING OUTSIDE CTR;  RADIO COMMUNICATION IS ESTABLISHED ALSO IN CLASS E AND G AIRSPACE;  FPL IS SUBMITTED

13 ALTIMETER SETTING  THE ALTIMETER HAS TO BE SET TO QNH AT OR BELOW 10500 FT AMSL.  THE ACTUAL QNH CAN BE OBTAINED FROM LJUBLJANA INFORMATION SERVICE, OR FROM OTHER CONTROL UNITS TWR, APP, OR BY ATIS  THE TRANSITION FL DEPENDS ON QNH AND MAY BE OBTAINED FROM ATC OR FIS LJUBLJANA.  FLIGHTS BELOW THE TRANSITION FL SHOULD HAVE THEIR ALTIMETER SET ON QNH. FLIGHTS ABOVE THE TRANSITION ALTITUDE SHOULD HAVE THEIR ALTIMETER SET ON QNE 1013.2 HPa.

14 SEMI – CIRCULAR CRIUSING LEVELS  SEMICIRCULAR RULES MUST BE APPLIED IN RELATION TO FLIGHT DIRECTIONS. ODD/EVEN FL + 500 FT ARE APPLIED AS FOLLOWS:

19 METEO INFORMATION TRANSMITTED TO THE ARRIVING AICRAFT  SURFACE WIND DIRECTION AND SPEED  VISIBILITY  PRESENT WEATHER  CLOUD BELOW 5000 FT OR BELOW HIGHEST MSA WHICHEVER GREATER, CUMULONIMBUS  AIR TEMPERATURE  DEW POINT  ALTIMETER SETTING  INFORMATION ABOUT SIGNIFICANT WEATHER PHENOMENA IN THE APPROACH AREA  TREND TYPE LANDING FORECAST WHEN AVAILABLE

20 METEO INFORMATION TRANSMITTED TO THE AICRAFT ON THE FINAL APPROACH  SIGNIFICANT CHANGES IN THE MEAN SURFACE WIND DIRECTION AND SPEED:  MEAN HEADWIND COMPONENT 19 Km/h(10kt)  MEAN TAILWIND COMPONENT 4 Km/h (2kt)  MEAN CROSSWIND COMPONENT 9 Km/h (5kt)  THE LATEST INFORMATION ABOUT WIND SHEAR AND/OR TURBULENCE IN THE FINAL APPROACH AREA  CURRENT VISIBILITY REPRESENTATIVE OF THE DIRECTION OF APPROACH AND LANDING

21 METEO INFORMATION AVAILABILITY  METEO OFFICE ON THE CONTROLLED AIRPORTS, COLOCATED WITH ARO  ATIS ON FREQUENCIES 128,175 MHz OR 112,7MHz  FIS REQUENCY 118,475 MHz  TWR FREQUENCIES: LJ 118,0 MHz, MB 119,2 MHz, PZ 124,875 MHz MB 119,2 MHz, PZ 124,875 MHz  APP FREQUENCY 135,279 MHz

22 ROOM FOR IMPROVEMENT  NO OFFICIAL METEO FORECAST INFORMATION IS AVAILABLE FOR ATCO-S SELF BRIEFING BEFORE STARTING THE WORK ON THE SECTOR.  ATCO-S SOMETIMES AT OWN DISCRETION USE PUBLIC SHARED INTERNET PAGE PRIVIDED BY MET OFFICE.

23 ROOM FOR IMPROVEMENT  TWR-S ARE NOT EQUIPPED WITH OFFICIAL PERCIPITATION RADAR PICTURE, WHICH COULD HELP PREDICT FLOW OF TRAFFIC IN THE NEAR FUTURE AND DEVELOPMENT OF THE SIGNIFICANT METEOROLOGICAL PHENOMENA AROUND CONTROLLED AREAS

24 ROOM FOR IMPROVEMENT  CURENT RADAR PERCIPITATION PICTURE ON THE ATCO AND FIS OPERATOR RADAR SCREEN IS UPDATED EVERY 9 MINUTES WHICH IS NOT FREQUENT ENOUGH FOR PRACTICAL USE DURING VECTORING OF THE AIRCRAFT ON THE FINAL APPROACH OR TRANSMITTING INFORMATION TO VFR AIRCRAFT WHEN TUNDERSTORMS ARE IN THE TERMINAL AREA  POSSIBLE SOLUTION: TO IMPLEMENT ON THE ATCO-S RADAR SCREEN AND FIS OPERATOR ADVISORY SCREEN LIVE UPDATES OF THE WEATHER DEVELOPMENTS IN THE AREA

25 ROOM FOR IMPROVEMENT  UPPER WIND TABLES ARE FOR ATCO AND FIS OPERATOR AVAILABLE ONLY ON THE SEPARATE SCREEN BETWEEN OTHER INFORMATION. NO WIND INFORMATION INDICATION IS AVAILABLE ON THE RADAR SCREEN OF THE ATCO  POSSIBLE SOLUTION: TO IMPLEMENT ON THE ATCO-S RDR SCREEN AND FIS OPERATOR ADVISORY SCREEN OPTIONAL VERTICAL WIND INFORMATION TABLE FOR EACH LEVEL.
