2 Target Scenario Analysis Analytical approach that builds on, complements ecosystem valuations and TEEB. Captures and presents the value of ecosystem services within a decision making context, to help better make the business case for SD policies and investment choices. Helps governments and private enterprises generate data related to ecosystems management that is more relevant to the choices faced by a policy maker. Considers Business as Usual (BAU) and alternate Sustainable Ecosystems Management (SEM) scenarios 2

3 Target Scenario Analysis Tailored to a specific productive sector and decision maker, e.g. Minister of Agriculture, Energy, hydropower plant manager, plantation owner or cattle farmer, etc. Combines, broadens and complements traditional cost benefit analysis and economic valuation methods Rather than determining the general value of a particular resource or ecosystem service, TSA looks at ecosystem services from a stakeholder point of view. 3

4 Target Scenario Analysis E.g., rather than estimating the value of a coral reef, TSA finds the value of preserving the health of that reef from a fisheries perspective or from a tourism perspective, i.e. from the perspective of those influencing the management of the reef. Demand driven, rather than supply driven, asking: What information do decision makers need to assess an ecosystem service and the benefits of enacting a policy that maintains it? Differs from traditional valuation by providing information on specific management practices as a continuous, long-term analysis, showing relative change over time of monetary and non-monetary indicators, rather than a single static value. 4

BIOFIN - Origin and Global Vision CDB COPs 2010 & 2012: Strategic Plan for Biodiversity with 20 Aichi Targets Development until 2014 of a new generation of National Biodiversity Strategies and Action Plans (NBSAPs) Strategy for Resource Mobilisation The Biodiversity Finance GAP: CBD High Level Panel for Resource Mobilisation estimated the global financing needed for reaching the Aichi Targets to $ billons/yr until 2020 ODA for biodiversity: $3-6 billons/yr All potential international and national financing sources & mechanisms must be explored and mobilised Need national-level assessments of baseline funding, and of investment needed to achieve national biodiversity targets (NBSAPs)
