Energy is priority in policy framework Two elements of the regional strategy for Energy for Poverty Reduction Scaling up of modern energy services Regional electrification Importance of the EAC to influence Partner State policy framework as evidenced by the Custom Union Current oil shocks and drought in countries that rely on hydropower is exacerbating the energy crisis Energy is therefore become one of the highest priorities in the region Scaling up refers to the need to provide modern energy services to 50% of the population as opposed to the approximately 8-10% that are currently served Therefore the need to compliment strategy for grid extension to urban centres and for rural electrification with an energy access strategy focused the needs of the poor to meet the MDGs

3 Energy targets for 2015 Target 1: Enable the use of modern fuels for 50% of those who at present use traditional biomass for cooking - improved cookstoves, reduce indoor air pollution, increase sustainable biomass production. Target 2: Access to reliable modern energy services for all urban and peri-urban poor. Target 3: Electricity at community level for services such as lighting, refrigeration, ITC, and water treatment and supply for all schools, clinics, hospitals and community centres. Target 4: Access to mechanical power at community level for all communities for productive uses. EAC has adopted four targets that will have the greatest impact in meeting the MDGs As has been noted at CSD so far, the biomass issue is the most difficult and expensive to deal with but without properly addressing it the MDGs related to poverty reduction, health, and environmental sustainability will not be addressed Providing access by the urban and peri-urban poor to the grid where it already exists is not an issue of technology or large scale investments but one of regulatory reform and governance. Models exist elsewhere (South Africa, Tunisia) which indicate that this is feasible Electricity and motive power at the community level where the grid does not exist is a technical challenge for scaling up decentralized systems at relatively low cost. Few technical options exist beyond those that can serve niche markets but there are models that working in West Africa, notably the Multifunctional Platforms which will merit review in the East Africa context. There are already multifunctional pilot programs underway in all EAC countries associated with the Global Village Energy Partnership

will provide improved energy access for about 50% (48 million people) of the region’s population. Energy access targets can be met with an approach that has high impact, low cost and is scaleable by 2015 Development of priority MDG-based energy access investment programmes EAC - regional coordinating institution The strategy and the investment programmes are considered to be complimentary to other components of the energy strategy identified in the Master Power Plan in that the energy access strategy is clearly focused on meeting the MDGs Energy interventions and investments in this strategy are designed to have a high impact, be low cost, and have business models and delivery mechanisms that will allow rapid scale up. This framework is designed to choose the most cost-efficient and technically viable options, i.e. the “lowest hanging fruit”. The investments in these energy interventions are considered to be easily implementable first tranche investments that will be followed by additional investments in complimentary technical option The EAC, as the coordinating institution, will provide regional services to Partner States that will provide added value to designing and implementing investments on a country by country basis. These include harmonization of national policies including mainstreaming energy access into PRSs, encouraging allocation of national budgets to both national and regional energy access activities, promoting and securing investment financing, sharing experiences and lessons learned, etc.

7 EAC Commitment Energy Ministers agreement to develop regional energy access strategy – August 2005 Council of Ministers and Heads of States endorsement – April 2006 Energy Ministers from Tanzania, Uganda, Kenya, and Rwanda met in Entebbe in August 2005 and endorsed the draft Regional Energy Access Strategy (copies are available on one of the desks) UNDP has supported the EAC to organize and host a series of regional consultative workshops and technical experts meetings. These have resulted in the endorsement by the EAC Council of Ministers and Heads of State of the strategic framework for regional energy access.
